Mayor Mercer requested permission to write a letter to Adriana Glanturco,
<br />Director of Caltrans, with copies to Governor Brown, Senator Holmdaht, and Assem-
<br />blyman Marguth, expressing opposition to the proposed planter boxes to be con-
<br />structed to divide the lanes on 1-580. Council concurred.

<br /> Mayor Mercer stated that at the last Park and Recreation Commission meeting,
<br />that Commission discussed their attendance at the Annual California Park and Recrea-
<br />tion Commission Conference in San Diego on March 6, 7, 8, 1981. Mayor Mercer
<br />explained that no funds had been budgeted for this Conference but he felt it should
<br />be attended by all or part of the Park and Recreation Commission, at a cost of
<br />$383.00 each. Councilmember Kephart stated he felt a member of staff should also
<br />attend the Conference. After discussion, it was moved by Councilmember Kephart,
<br />and seconded by Councilmember Butler, that Resolution No. 80-331, authorizing
<br />Chairperson Bruno of the Park and Recreation Commission, and Ms. Bengtson, Director
<br />of Recreation and Human Resources, to attend the Annual California Park and Recrea-
<br />tion Commission Conference in San Diego on March 6, 7, 8, 1981, and amending the
<br />fiscal budget by $766.00, to cover the cost of attendance at this Conference, be
<br />adopted.

<br /> Councilmember Wood stated that in light of the number of items recently of
<br />Valley-wide interest he felt that Council should again consider the formation of
<br />a committee consisting of a City Councilmember, Planning Commissioner, member of
<br />City staff, and a citizen, from the Cities of Livermore and Pleasanton, and from
<br />D.S.R.S.D., to review subjects of mutual concern. Mayor Mercer suggested that
<br />the City of Livermore and D.S.R.S.D. first be contacted in writing to see if they
<br />would be interested in forming a committee of this type. Mayor Mercer stated he
<br />personally was against formation of a committee such as this. Councilmember Kephart
<br />stated he could not support formation of another committee. He stated he felt com-
<br />munications were open between Pleasanton and the City of Livermore and D.S.R.S.D.,
<br />to explore any and all topics, and that it is time to conserve everyone~s time,
<br />Councilmember Mohr stated she agreed with the concept that the City needs good
<br />communications with the other agencies in the Valley, but felt she needed more
<br />specific information regarding the duties of the proposed committee. Councilmember
<br />Butler stated there are already areas of strong ties such as LAVWMA, LPWRA, and the
<br />sewer committee, and he felt any specific issues could be dealt with, without hav-
<br />ing a formal agency. It was moved by Councilmember Wood, and seconded by Council-
<br />member Kephart, that the City explore with the City of Livermore and D.S.R.S.D. the
<br />possibility of forming a committee to review subjects of Valley-wide interest and
<br />concern.

<br /> Councilmembers presented various Committee Reports for the information' of the
<br />Council.
<br />
<br /> Mayor Mercer advised that he and Councilmember Mohr had artended a Sewer Com-
<br />mittee meeting in which it was recommended'that the City of Pleasanton allocate
<br />$1,350.00 to continue a study by Brown and Caldwell to determine the actual amount
<br />of sewerage used by households per day in the City of Pleasanton. After discussion,
