After discussion, Mayor Mercer reopened the public hearing and continued the <br />application of the City Council to amend Section 2-9.40 of Article 18, Chapter 2, <br />Title II of the Ordinance Code of the City of Pleasanton which would regulate <br />political and other temporary signs, to the meeting of January 27, 1981, 8:00 P.M., <br />at the Fairgrounds Cafeteria. <br /> <br />Appeal of Interstate Uniform Services Corporation of a decision of the PlanninE <br />Commission denying their application for a conditional use permit which would <br />allow an addition of 2~.500 sq....f~.. to the existing nuclear laundry facility at <br />65 Ray Street. Zonin~ for th~ prqp~rty is C-S (Commercial Service) District <br />_(Contd. Open from 9-16-80~ 10-28-8p., ~nd 12-9-80) <br /> Mr. Harris presented his report (SR 80:376) dated December 16, 1980, regarding <br />this matter. <br /> <br /> Mayor Mercer stated that all public testimony had been received relative to <br />this item and that it was now in order for Council to make a decision. <br /> <br /> Councilmember Butler stated he would be voting against a denial for expansion <br />and that he was strongly opposed to any suggestion that the use be discontinued on <br />the present site. 'He stated a laundry is a normal use in the C-S District. He <br />stated he felt it is inconsistent that a use already agreed to, not be allowed to <br />ex and. He added that the recently approved new C-S uses on the adjacent properties has <br />affirmed the propriety of C-S uses in that area. <br /> Councilmember Kephart stated the business is now surrounded by houses and that <br />is the basis for his opposition to the facility; that the location is not appro- <br />priate for a nuclear laundry. <br /> <br /> Mayor Mercer stated he concurred with Councilmember Kephart. He stated he felt <br />this facility should be located in an industrial area where asscess is easier. <br /> <br /> Councilmember Wood asked about the hardships of placing this use in a non- <br />conforming use. <br /> <br /> After discussion, it was moved by Councilmember Kephart, and seconded by Council- <br />member Mohr, that Resolution No. 80-333, denying the appeal of Interstate Uniform <br />Services Corporation of a decision of the Planning Commission denying their appli- <br />cation for a conditional use permit which would allow an addition of 2,500 sq. ft. <br />to the existing nuclear laundry facility at 65 Ray Street, zoning for the property <br />is C-S (Commercial Service) District, and instructing staff to prepare a report to <br />amend the Code to make the existing laundry a non-conforming use and establish an <br />amortization period to abate the entire use, based upon the capital investment that <br />the laundry has in their plant and heavy equipment, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Kephart, Mohr, Wood, and Mayor Mercer <br />NOES: Councilmember Butler <br />ABSENT: None <br /> <br />~doption of Ordinance amending Fttle II~ Chapter ! by addins Article 13 (Condominium~ <br />Townhouse and Stock Cooperative Conversions) <br /> Mayor Mercer stated that at the last meeting Councilmember Mohr requested Council <br />to consider re-evaluating the condomintum conversion ordinance and to place a mora- <br />torium on applications for condominium conversions. Mayor Mercer stated he had re- <br />ceived a letter from the Southern Alameda County Board of Realtors requesting that <br />this item be continued to the first meeting in February to allow them time to study <br />the number of condominiums already converted and the existing rentals.
