stated he lived very near the nuclear plant in Windsor, Connecticut, and he did not
feel there was any unacceptable risk. He advised the facility in Pleasanton is a
much less risk and it would not bother him in the least to live next to. it. He
stated the greated fear of radiation is lack of information and because it can't be
seen. He advised the nuclear industry is the tightest regulated industry in the
United States today and has the best safety record of all industries.

Mr. Post said he resented that Mr. Connolly had not been asked his experience for
the position he held, and that the City had not required a groundwater study.

Mr. Post asked Councilmember Butler if he felt he had any conflict of interest
due to his position of employment at G.E. Vallecitos. Councilmember Butler stated
that he did not. The City Attorney elaborated that the Councilman had no material
or financial interest in the proposal nor was there any contractural conflict of
interest in this matter.

Mr. Andrew McGall stated he felt he was attacked both personally and profession-
ally and did not think this was fair; that he was speaking as a citizen tonight and
not as a reporter. He stated that the nuclear people feel there is no risk involved
but he does not agree with this position. Councilmember Kephart asked Mr. McGall if
he was a reporter when he visited the plant. Mr. McGall advised he took notes as a
reporter, but was speaking tonight as an individual citizen expressing his concerns.

Ms. Taylor stated that unfortunately the public is not as informed as Council-
member Butler on the nuclear subject, and the neighbors do not know what is going on.
She stated she is here tonight because she has serious concerns about the expansion
of the nuclear laundry. She stated that no improvements have been made to the plant
by Mr. Connolly to clean up the yard. She stated that this is a nuclear waste gar-
bage facility and should not be expanded, especially in its location between Main
Street and First Street. Ms. Taylor stated she felt Council should take immediate
steps so that no one would be exposed to any amount of nuclear contamination because
of the laundry.

Mr. Connolly stated it was not his intention to personally affront Mr. McGall;
that he liked his article on the facility, written as a reporter.

Councilmember Butler asked Mr. Connolly if he had ever had any dealings with
him in connection with G.E.Vallecitos. Mr. Connolly stated he had never had any
personal dealings with Mr. Butler at G.E.

There being no further testimony, Mayor Mercer declared the public hearing
closed.

Mayor Mercer stated that land use is an important issue in this matter, and he
did not feel that the Central Business District is the appropriate place for a
nuclear laundry, however, the laundry in question had been at this location before
many CBD land uses were determined. He stated that with his lack of knowledge
relative to radiation he could not determine if the plant was safe or not, however,
he could see no reason to expand what is already there.

Councilmember Kephart stated he shared the Mayor's views. He stated he was
concerned about land use. He stated he needed additional staff input to complete
this analysis and to make a property decision.

Councilmember Mohr stated that with regard to radio-active hazards, a further
staff report would be appropriate. She stated this is an industrial use in a
business district and she supported the Mayor's position on this matter.

7. 12/9/80
