Mr. Connolly advised that the radiation level is below the 10% permissible dose <br />-_ and meets the ALARA (as low as reasonably achievable) concept. He stated that a sign <br /> indicating the laundry facility would be installed when the expansion is done and <br /> that other improvements and repairs will be accomplished at that time. Mr. Connolly <br /> emphasized the need for more knowledge of radiation by the average person. Mr. <br /> Connolly explained the citation received in 1977, advising that the slumps were de- <br /> sludged and at that time they hired the packaging and shipping done by an outside <br /> contractor, and that it did exceed the limits of the license. Mr. Connolly stated <br /> they had taken corrective action. He stated that as far as clothing still being <br /> dirty when it comes out of laundry, it is required to meet the quality assurance <br /> standards of decontaminated clothing. In response to increased business and profits, <br /> Mr. Connolly stated that all businesses are in business to make money but that his <br /> application is only for an expansion of storage space to store clean clothing. Mr. <br /> Connolly stated the facility had been at this same location for a long time with no <br /> apparent violation of land use. He stated there is ample truck parking space and <br /> that trucks did not park on the street. Mr. Connolly advised that all employees are <br /> monitored as they enter and leave the plant. Mr. Connolly stated that all safety <br /> requirements are complied with and that there are no risks involved with the opera- <br /> tion of the nuclear laundry. He advised that it is inspected twice a year and is <br /> regulated by State and Federal agencies. He stated this facility should not be <br /> judged by other nuclear businesses in the nation. Mr. Connolly stated that Mr. McGall <br /> visited the plant as a reporter to prepare an article presenting the pros and cons of <br /> the facility, and now he is speaking in opposition to the facility, which Mr. Connolly <br /> did not think was ethical. Mr. Connolly stated that Interstate's profits are dependent <br /> upon the number of customers they had. He advised the plant does not discharge any <br /> wastes into the Arroyo and that the property is not near the Arroyo. <br /> <br /> Councilmember Kephart asked how many employees are hired by Interstate. Mr. Con- <br /> holly advised there are 13 employees at the present time. Councilmember Kephart asked <br /> how many employees live in Pleasanton. Mr. Connolly advised he did not know, but that <br /> he himself would not have any qualms living next to the facility. Councilmember Kep- <br /> hart asked if the regulatory guide is meant to apply to people working in the plant. <br /> Mr. Connolly explained that it is presented to any person working in the facility. <br /> Councilmember Kephart asked if any person under 18 years of age or any pregnant woman <br /> is hired by Interstate. Mr. Connolly advised they are not hired. <br /> <br /> Mayor Mercer asked if Interstate is hiring at the present time. Mr. Conholly <br /> advised that they are hiring at this time. <br /> <br /> Councilmember Butler asked about the barrels stored against the fence. Mr. Con- <br /> nolly advised they do not store any radio-active materials along the fence. Council- <br /> member Butler asked about the average radiation exposure of employees. Mr. Connolly <br /> advised it is 25-35m~mper year which is below regulatory standards. Councilmember <br /> Butler asked what the radiation level is at the fence. Mr. Connolly advised it is <br /> .00]nL~mper hour. Councilmember, Butler stated that residents have indicated their <br /> concern about lack of information about the facility and about the lack of informa- <br /> tion regarding hazards of the facility. He asked Mr. Connolly if he would be willing <br /> to meet with the neighbors to inform them about his facility. Mr. Connolly stated <br /> he is willing to meet with the neighbors to discuss anything they were concerned <br /> about. <br /> <br /> Councilmember Kephart asked if every person entering the plant is processed in <br /> the same manner as he was when he visited the facility earlier today. Mr. White <br /> advised they are, and this is to educate the public on radiation and risks. He cited <br /> chemicals as being much more hardful pollutants than radiation.
