Mr. Ted Fairfield, Civil Engineer, representing the Hansen family who own the <br />subject property, stated this is a General Plan Amendment and that no plans have <br />been prepared for development; that any design will have to be approved by the <br />Planning Commission and City Council. He added that if the property is not rezoned, <br />other City ordinances will be violated. <br /> <br /> Mrs. Pat Griffin, Hometown Brokers, representing the Hansen family, owner of <br />property on Spring Street, stated it will be difficult to sell this property until <br />it is determined what the City intends to do regarding the extension of Railroad <br />Avenue from Spring Street to Ray Street. She requested that the extension of <br />Railroad Avenue from Spring Street to Ray Street not be placed inthe General <br />Plan at this time. <br /> <br /> Mr. Mike Harris, Harris Realty, stated he would like to retain the present <br />zoning of High Density Residential on the three parcels totalling 3.5 acres located <br />on the east side of Tassajara Road north of Fire Station No. 3, and requested it <br />not be changed to Commercial and Office. <br /> <br /> Mr. Bill Hirst, 478 Ewing, urged eliminating the Urbanization Line from the <br />General Plan, stating it is unnecessary and arbitrary to sensible planning. <br /> <br /> Mr. Ted Fairfield concurrent with Mr. Hirst. <br /> <br /> Mr. Don Kallenberg, 2431 Crestline Road, stated he felt that the recommendation <br />of the Planning Commission and citizens group to eliminate the Urbanization Line <br />should be followed. <br /> <br /> Mr. Bill Christensen, 7979 Hillsboro, asked how could a project be considered <br />for design review approval for residential development on property that the General <br />Plan Committee had recommended be changed to Office and Commercial, prior to final <br />decision on the General Plan amendment. Mr. Harris advised that design review <br />approval does not insure vested rights and that a change coulc occur anytime before <br />construction is actually started. <br /> <br /> There being no further testimony, Mayor Mercer declared the public hearing <br />closed on the application and the Negative Declaration. <br /> <br /> Council considered each of the 19 suggested General Plan Amendments and made <br />the following decisions: <br /> <br /> It was moved by Councilmember Butler, and seconded by Councilmember Mohr, <br />approving General Plan amendments as follows: <br /> <br /> Change the 9.8 acre parcel immediately south of Foothill High School from <br /> Public and Institutional to Low Density Residential; <br /> <br /> Change the 140 acre U. S, Army property located between Stoneridge Drive <br /> and Johnson Drive from Agriculture and Grazing to Public and Institutional; <br /> <br /> Change the Department of Motor Vehicles site on West Las Positas Boulevard <br /> west of Hopyard Road from Commercial and Offices to Public and Institutional; <br /> <br /> Change the westernmost two school sites in the Del Prado area and the 10 acre <br /> high density residential site west of Valley Avenue between Hansen Drive and <br /> Paseo Santa Cruz to Medium Density Residential; <br /> <br /> 7. 10/14/80 <br /> <br /> <br />
