245 <br /> <br /> It was moved by Councilmember Butler, and seconded by Councilmember Wood, that <br />Resolution No. 80-259, after establishing the findings that the Environmental Impact <br />Report prepared is complete, sufficient, and acceptable for the project proposed, <br />and that the Environmental Impact Report for the proposed ordinance has been com- <br />pleted in compliance with the California Environmental Quality Act, and State and <br />City guidelines, approving the Environmental Impact Report prepared and filed under <br />proposal of City ordinance regulating the use of City streets for gravel trucks, <br />be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Kephart, Mohr, Wood, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br /> After discussion, Mayor Mercer scheduled the public hearing to consider the <br />alternate ordinance which would ban all commercial traffic over 16,000 pounds on <br />First Street and Sunol Boulevard, on December 22, 1980, 8:00 P.M., at the Fair- <br />grounds Cafeteria. <br /> <br /> ~yor Mercer thanked the gravel companies and Supervisor Raymond for their <br />cooperation in recent meetings in trying to resolve this matter. <br /> <br /> Councilmember Mohr expressed appreciation to all the concerned people who took <br />time to come to this meeting and express their thoughts. <br /> <br /> Mayor Mercer recessed the meeting at 8:50 P.M. <br /> <br /> Mayor Mercer reconvened the meeting at 9:00 P.M. <br /> <br />Application of the City Council for a general plan amendment to chan~e the land <br />use designation of 18 separate sites and to change the Circulation Element to <br />show an extension of Railroad Avenue <br /> <br />On the basis of an Initial Study of the potential environm.enta! impacts of the <br />p.ro3ect, the Director of Planning and Community Development has determined that <br />the proposed project would not have any potential siSnificant adverse effects on <br />the environment and that an environmental impact report need not be .prepared. <br />This Initi~ Study. is available for review at the Plannit8 Division~ 200 Bernal <br />Avenue, Pleasanton. Comments on this decision may be directed to either the <br />Plannin8 staff prior to the above meeting date~ or directly to the City Council <br />at the above noticed meetin5 <br /> ~.Ir. Harris presented his report dated October 7, 1980, regarding this matter. <br /> <br /> Mayor Mercer declared the public hearing open on the application and the <br />Negative Declaration. <br /> <br /> Mr. Roger Manning, 1078 Vintner Way, stated he favored changing the 9.8 acre <br />parcel immediately south of Foothill High School from Public and Institutional to <br />Low Density Residential, as recommended by Planning Commission. <br /> <br /> Mrs. Pat Griffin, 1055 Kottinger Drive, stated she was opposed to changing the <br />approximately 1.1 acre site located between the extension of Pico Avenue and St. <br />Augustine's Catholic Church from Medium Density Residential to High Density Resi- <br />dential. She stated she lived immediately below this property, and was concerned <br />that two-story structures would be erected, which would adversely impact her <br />privacy. She presented a petition signed by 14 residents which read as follows: <br />"We, the under-signed, are against the suggested amendment to the General Plan <br />that would change the zoning on a parcel of land behind St. Augustine's Church, <br />to High Density Residential". <br /> <br /> 6. 10/14/80 <br /> <br /> <br />
