Mr. Frank C. Brandes, Jr., 6889 Corte Sonada, complimented the ~yor and
Councilmembers and the gravel companies for their efforts to resolve this con-
troversy. He stated he concurred with the alternate proposal and felt this is
an act of good faith by the City to the community.

Mrs. Betty Rider, 4393 Miradot Drive, requested the Council to consider how
to control the independent truck drivers, and the possible improvement of Isabel
Avenue to link Stanley Boulevard to Highway 84.

Mr. Peter Googins, 511 Mission Drive, representing ROAR, etated he was in
agreement with the alternate proposed ordinance even though it meant a further
delay. He thanked the City Council for their good work.

Mrs. Charlotte Pruett, representing residents of Kottinger Place, stated this
group of senior citizens feels strongly that gravel trucks should be banned on
First Street. She stated there were serious problems in trying to cross First
Street to the shopping area for those who walk, and that it is a danger to their
lives. She presented a petition signed by 33 residents of Kottinger Place which
read as follows: "We, a group of residents at Kottinger Place senior citizen
housing complex, 240 Kottinger Avenue, would like to express our feelings regard-
ing banning gravel trucks on First Street in Pleasanton. We feel it is a very
serious problem to us for the following reasons - (1) The only access we have to
shopping is to cross First Street. Trucks speed up when they come through the area
where Ray and Vineyard cross First Street (to make the light). Most of us do not
have automobiles, and since we usually cross the street at Kottinger and First
Street we feel these gravel trucks are a real danger to our safety; (2) Some of
us also feel the trucks create a lot of dust, which gets in our houses and results
in an additional problem for those with breathing difficulties or al!ergies. We
sincerely hope the City Council will ban gravel trucks from First Street in
Pleasanton. Your consideration will be appreciated by all of us".

Mrs. Evelyn King, 4055 Graham Street, and previous resident of First Street,
urged Council not to accept any compromise with the gravel companies. She cited
the danger to children attending Pleasanton Elementary School and the intimidation
to residents living on First Street. She strongly urged passing an ordinance to
eliminate all trucks on First Street,

Mrs. Judith Mayhew, 5584 San Jose Drive, representing Mission Park Homeowners,
stated this group supports the ordinance as recommended by staff. She stated the
delay is upsetting but they are in agreement with the alternate ordinance.

Mayor ~ercer presented communications. from Bey Rounds and Rainbow Carousel
Stain Glass Company opposing truck traffic on First Street.

There being no further testimony, Mayor Mercer declared the public hearing
closed.

It was moved by Councilmember Mohr, and seconded by Councilmember Kephart,
instructing staff to prepare an alternate ordinance which would ban all commercial
traffic over 16,000 pounds on First Street and Sunol Boulevard, giving sixty days
notice pursuant to the Vehicle Code, and setting a public hearing for consideration
of this matter.
The roll call vote was as follows:
AYES: Councilmembers' Butler, Kephart, Mohr, Wood, and Mayor Mercer
NOES: None
ABSENT: None

5. 10/14/80
