251 <br /> <br /> Councilmember Kephart stated that he had received complaints from tenants at <br />the Alpha Beta Center with respect to blowing debris and trash, and of surrounding <br />residents using the Center's trash cans to dump their garbage and leaving the lids <br />off thus creating litter in the area. He requested staff to investigate this matter. <br /> <br /> Mayor Mercer stated he had received a letter from residents in Vintage Hills <br />concerned about the traffic situation at Tawny and Touriga. He requested Staff <br />Traffic Committee to review this matter. <br /> <br /> blayor Mercer stated that the Public Utilities Commission is holding a public <br />hearing on October 23, 1980, to review the rate increase requested by the Franciscan <br />Lines. He stated that Council has previously taken a position in opposition to the <br />rate increase. He requested staff to prepare a letter to the Public Utilities Com- <br />mission stating Pleasanton's opposition to the proposed increase. <br /> <br />CITY COUNCIL COMMITTEE REPORTS <br /> There were no City Council Committee Reports presented at this meeting. <br /> <br />MEETING OPEN TO THE PUBLIC <br /> No one in the audience addressed the Chair. <br /> <br />PUBLIC HEARINGS <br />Application of the City of Pleasanton to certify that the Final Environmental Impact <br />Report prepared for the possible adoption of a weight limitation ordinance for <br />vehicles traversing. Stanley Boulevard-First Street-Sunol Boulevard through Pleasanton <br />has been completed in compliance with CEQA and the State Guidelines, and re'intro- <br />duction of the weiSht limitation ordinance <br />Continued Open from 8-12-80 and 9-23-80) <br /> Mayor Mercer stated that many meetings had been held recently in~an attempt to <br />settle negotiations between the gravel companies and the City of Pleasanton, with <br />Supervisor Valerie Raymond acting as intermediary, relative to the banning of gravel <br />trucks using City streets. <br /> <br /> Mayor Mercer declared the public hearing open. <br /> <br /> Mr. Jack Heck, representing Kaiser Sand and Gravel Company, stated that no <br />agreement had been reached at this time between the gravel companies and the City <br />relative to gravel truck traffic. Mr. Heck presented background information stating <br /> Cit ' <br />that Kaiser has always been aware of the y s problems and needs and has attempted <br />to resolve common problems. He cited their donation of land for Valley Memorial <br />Hospital, reclamation plan on Stanley Boulevard, donation of land for Shadow Cliffs <br />Park, annexation of land to the City for industrial tax base, dedication and con- <br />struction of private roads. Mr. Heck advised that Kaiser truck traffic through <br />Pleasanton had been significantly reduced in recent years. Mr. Heck stated that <br />Kaiser is willin~ to offer a license agreement to Lone Star Industries to permit <br />their north and west bound traffic to pass over Kaiser's private road for a fair <br />share of the improvement and maintenance costs, but that Lone Star has rejected <br />this offer. In line with this offer, Mr. Heck stated that the City would have <br />to agree to the completion of the Bernal Avenue Extension. He stated that Kaiser <br />would maintain gate control between 10:00 p.m. and 6:00 a.m., and that Kaiser would <br />pay to the City an annual payment to defray costs for the improvements of Sunol <br />Boulevard from Kaiser Research to the Sunol Interchange, and for sweeping of <br />streets and additional police efforts needed for enforcement of the north-south <br />accommodations.
