The City 'Council <br />may recommend approval of the proposed chanMe or may recommend any other land use <br />designation <br /> <br />On the basis of an Initial. study of the potential environmental impacts of the <br />pro3ect, the Director of Planning. and Community Development has determined that <br />the proposed pro3ect would not have any potential significant adverse effects on <br />the environment and that an environmental impact report need not be prepared. <br />This Initial Study is available for review at the PlanninM. Comments on this decision ma~ be direc'ted to either the <br />Planning staff prior to the above meetin~ date~ or direct.17 to the City Council <br />at the' above noticed meetin8 <br /> Mr. Harris presented his report (SR 80:289) dated October 7, 1980, regarding <br />this matter. <br /> <br /> Mayor Mercer declared the public hearing open on the application and the <br />Negative Declaration. <br /> <br /> Mr. Wiiliam Hirst, 147 Bernal Avenue, Attorney representing Valley Community <br />Church, stated the Church favors High Density Residential zoning on the property <br />but is agreeable to Medium Density rezoning, as recommended by Planning Commission <br />and staff. <br /> <br /> Mr. Marvin Smith, 1818 Hacienda Court, Chairman of the Building Committee for <br />the Valley Community Church, stated the Church had purchased too much land and now <br />was forced to sell a portion of it. He stated the Church had requested High Den- <br />sity Residential zoning in order to sell the property more rapidly. <br /> <br /> Gordon Gaines, Gatetree Circle, stated he was opposed to High Density Residen- <br />tial zoning for this property as it would have an adverse impact on surrounding <br />residents. <br /> <br /> There being no further testimony, Mayor Mercer declared the public hearing <br />closed on the application and the Negative Declaration. <br /> <br /> It was moved by Councilmember Wood, and seconded by Councilmember Butler, that <br />Resolution No. 80-262, determining on the basis of a review of initial environ- <br />mental study done for thie project, that no significant environmental impact would <br /> Cit ' <br />occur as outlined in the y s guidelines and that a Negative Declaration is appro- <br />priate for an amendment to the General Plan which would change the land use designa- <br />tion of a 2.0 acre to 2.5 acre site located on the north side of the Del Valle Park- <br />way approximately 200' east of Harvest Road from "Public and Institutional" to <br />"Medium Density Residential", be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Kephart, Mohr, Wood, and Mayor Mercer' <br />NOES: None <br />ABSENT: None <br /> <br /> ll. 10/14/80 <br /> <br /> <br />
