Location Criteria <br /> a) Traffic Consideration 1) access to freeway <br /> 2) existing traffic congestion <br /> 3) ability to mitigate traffic problems <br /> <br /> b) Surrounding Property <br /> 1) use of adjoining properties <br /> 2) distance to residential property <br /> <br /> c) Potential to Provide Needed Capital Improvements 1) construction of missing link streets <br /> 2) construction of new major thoroughfares <br /> 3) construction of bridges <br /> 4) complete water or sewer lines <br /> 5) traffic controls (those needed with or without the project) <br /> 6) improve flood and drainage control system <br /> 7) provide needed freeway ramps <br /> 8) fire station, police building, other government facility could <br /> be part of project <br /> <br /> d) Property Size <br /> 1) minimum of 50 acres (smaller parcel can compete for sewer at <br /> building permit stage) <br /> 2) large enough to allow adequate open space <br /> <br /> It was moved by Councilmember Kephart, and seconded by Councilmember Butler, <br />approving capacity be allocated to several specific properties as follows: <br /> <br /> Allocate the 300,000 GPD capacity to several properties - The Council <br /> would select several projects based on pre-determined criteria and <br /> allocate some sewer capacity to each. With this alternative, it is <br /> unlikely that any property would be allocated sufficient capacity to <br /> complete their project and, therefore, would assume that some addi- <br /> tional sewer capacity would be made available during the next five <br /> to ten years. <br /> <br /> It was moved by Councilmember Kephart, and seconded by Councilmember Butler, <br />approving ranking as follows: <br /> <br /> 1. Willow-West Property <br /> 2. Fromm Property <br /> 3. Caroline Property <br /> 4. Bruener Property <br /> 5. Morman Church Property <br /> <br />and authorizing the Sewer Committee to negotiate with the owners (or representatives) <br />of the top ranking properties to determine the terms and conditions of the alloca- <br />tion, including the specific amount of capacity but not guaranteeing any certain <br />amount of capacity, and with final approval by the City Council, <br /> <br />be adopted. <br />The roll call vote was as follows:' <br />AYES:- Councilmembers Butler, Kephart, Mohr, Wood, and Mayor Mercer '- <br />NOES: None <br />ABS~]T: None <br /> 8. 9/23/80 <br /> <br /> <br />
