After discussion, it was moved by Councilmember Kephart, and seconded by <br />Councilmember Butler, that no action be taken this fiscal year regarding the <br />motorcycle patrol and equipment, and that a grant be re-applied for next year <br />to fund this program. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler and Kephart <br />NOES: Councilmember Mohr and Mayor Mercer <br />ABSENT: Councilmember Wood <br /> <br /> After further discussion, it was moved by Mayor Mercer, and seconded by <br />Councilmember Mohr, that Resolution No. 80-233, authorizing the hiring of two <br />motorcycle patrolmen at the lateral entry if possible to speed up the program, <br />and purchase of the necessary equipment, and amending the 1980-81 Operating <br />Budget by $64,740.00, and the 1981-82 Operating Budget by $63,210.00, to cover <br />this program, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Kephart, Mohr, and Mayor Mercer <br />NOES: None <br />ABSENT: Councilmember Wood <br /> <br />Request for Geperal Plan Amendment from Breilh Homes; Palomtno and Pico <br /> Mr. F~rris presented his report dated September 11, 1980, regarding this <br />item. <br /> <br /> A representative of Breilh Homes stated this general plan amendment will not <br />have any adverse effect on the surrounding environment if approved; the property <br />is suited for the proposed new use and would not pose any negative effects. <br /> <br /> After discussion, it was moved .by Councilmember Butler, and seconded by <br />Councilmember Mohr, that Breilh Homes general plan amendment application be held <br />in abeyance to be conaidered by the Planning Commission and Council after a final <br />decision has been made on all Land Use Committee recommendations. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Kephart, and Mohr <br />NOES: Mayor Mercer <br />ABSENT: Councilmember Wood <br /> <br />Sister City Report <br /> Mr. Walker presented the report of the Assistant to the City Manager dated <br />September 10, 1980, regarding this matter. <br /> <br /> Mr. Frank C. Brandes, Jr., 6889 Corte Sonada, reviewed recent activities of <br />the visit from representatives of Yotsukaido, 3apan, - Livermore's Sister City. <br />Mr. Brandes emphasized the need for citizen participation in such a program. He <br />stated that it is his strong feeling that it would be very good to engage in such <br />a program but it would take effort. He suggested that Pleasanton join with Liver- <br />more in sponsoring Yotsukaido as a beginning program then expand to Pleasanton <br />acquiring our own Sister City if citizen interest warrants this program. Mr. <br />Brandes stated that the City of Livemore is agreeable to this arrangement. <br /> <br /> Councilmember Butler stated he would prefer that Pleasanton have our own <br />Sister City. <br /> <br /> After discussion, it was moved by Councilmember Kephart, and seconded by Mayor <br />Mercer, that Resolution No. 80-234, authorizing that the City of Pleasanton and the <br />City of Livermore shall investigate Joint participation in the Sister City Program <br /> <br /> 9. 9/16/80 <br /> <br /> <br />
