After discussion, it was moved by Councilmember Butler, and seconded by <br />Councilmember Mohr, authorizing City staff to mail a questionnaire to the adja- <br />cent property owners to get their input relative to elimination of parking on <br />one side of the street on Division Street, and also to get their opinion regard- <br />ing a one-way street. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Kephart, Mohr, and Mayor Mercer <br />NOES: None <br />ABSENI: Councilmember Wood <br /> <br />Study of the Intersection of Hartsen Drive and Valley Avenue <br /> Mr. Warnick presented his report dated September 10, 1980, regarding this <br />matter. <br /> <br /> Councilmember Kephart stated he disagreed with the staff recommendations on <br />this item; that because of the number of accidents in this area he felt positive <br />action should be taken ~mmediately and that a Stop sign on Valley Avenue at its <br />intersection with Hartsen Drive would be beneficial in alleviating the problem. <br /> <br /> Mr. Frank C. Brandes, Jr., 6889 Corte Sonada, representing the Del Prado <br />Cabana Club, stated this group feels strongly that a Stop sign should be installed <br />on Valley Avenue at Hartsen Drive due to the increase in traffic and with more <br />children walking to school and the Youth Sports Park. <br /> <br /> After further discussion, it was moved by Councilmember Kephart, and seconded <br />by Mayor Mercer, that a Stop sign be installed on Valley Avenue at its intersection <br />with Hansen Drive. <br />The roll call vote was as follows: <br />AYES: Councilmember Kephart and Mayor Mercer <br />NOES: Councilmembers Butler and Mohr <br />ABSEh~: Councilmember Wood <br /> <br />Traffic Grant Report <br /> Mr. Walker presented the report of the Police Chief dated September 3, 1980, <br />regarding this matter. <br /> <br /> Councilmember Kephart reviewed the background of this item, stating that in <br />January, 1979, he had contacted Officer Teddy of the City of Livermore regarding <br />the effect of motocycle patrol in areas such as Foothill Road, Santa Rita Road, and <br />Hopyard Road. In his judgement he felt motorcycle patrol could have a positive <br />effect to slow down traffic. Councilmember Kephart stated he then talked to City <br />Manager Clay Brown and asked him to Contact Livemore Police Chief to see if <br />Pleasanton could get the loan of two motorcycle patrolmen and their equipment <br />to test their effect in Pleasanton. Livemore granted this request and the use <br />of the two motorcycle patrolmen in Pleasanton proved to be effective. Council <br />requested that a grant be written to get two motorcyle patrolmen and equipment <br />in Pleasanton. Councilmember Kephart stated'that unfortunately the grant was not <br />written in a manner similar to Livermore's grant application, that Council was not <br />given an opportunity to review the grant request, and that it was disapproved by <br />the State. A second grant application, more properly written, was again submitted <br />but no funds were available to grant at this time. Councilmember Kephart stated <br />that he would like to have this item continued another year and have the City re- <br />apply for a grant to fund the two motorcycle patrolmen and equipment, and that <br />Council have the opportunity to review the grant application before it is submitted. <br /> <br /> 8. 9/16/80 <br /> <br /> <br />
