Council discussion ensued regarding exemptions for lower-income housing. <br /> <br /> Councilmember Kephart stated he felt the document of Housing Element related to <br />this issue should be reviewed and dealth with before pursuing this issue. <br /> <br /> Councilmember Mohr stated the Housing Authority had concerns regarding this <br />matter and would be transmitting a letter to City Council listing their concerns. <br /> <br /> It was moved by Councilmember Mohr to approve Alternate 3 of Staff Report 80:258, <br />to deduct only lower-income units from set-aside, and reduce the following years <br />allocation by non-exempt unit amount. <br /> <br /> The motion died for lack of a second. <br /> <br /> It was moved by Councilmember Butler to approve Alternate 2 of Staff Report <br />80:258, deduct only lower-income units from set-aside, exempt entire project. <br /> <br /> After further discussion, Councilmember Butler withdrew his motion. <br /> <br /> Mayor Mercer stated he felt development to have exemption in RAP should be <br />50%. <br /> <br /> Councilmember Mohr stated that in talking to the community during her campaign <br />they expressed a desire of 25% and that she would go along with that figure, which <br />is also State law. <br /> <br /> The City Attorney explained the State law and stated it could be advantageous <br />to go with 25%. Mayor Mercer requested that the City Attorney prepare a report <br />regarding this matter to be considered at the time the Housing Element is reviewed. <br /> <br /> Mayor Mercer recessed the meeting at 10:20 P.M. <br /> <br /> Mayor Mercer reconvened the meeting at 10:30 P.M. <br /> <br />Report on Engineering Staffing Level <br /> Mr. Walker presented his report dated September 10, 1980, regarding this matter. <br /> <br /> It was_moved by Councilmember Butler, and seconded by Councilmember Kephart, <br />that Resolution No. 80-232, approving the hiring of one Junior Civil Engineer and <br />one Engineering Draftsperson, and amending the 1980-81 Operating Budget accordingly, <br />be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Kephart, Mohr, and Mayor Mercer <br />NOES: None <br />ABSENT: Councilmember Wood <br /> <br />Perkins Study. of Division Street from Pleasanton Avenue to Del Valle Parkway. <br /> Mr. Warnick presented his report dated September 10, 1980, regarding this <br />matter. <br /> <br /> Councilmember Mohr stated she felt there should be a bike lane on this street. <br /> <br /> Mr. Art Dunkley, 844 Division Street, suggested making Division Street a one- <br />way street from St. Mary to Fair Street westbound, and one-way inbound on Fair <br />Street.
