Mr. Ted Fairfield, Civil Engineer, stated he felt staff prepared a good report. <br /> He reiterated his feeling that the Residential Allocation Program should be abolished. <br /> He stated he felt RAP all along should have recognized those improvements which have <br /> been completed in the past as well as those to be done in the future. He stated if <br /> Council now gives points for past improvements of projects which have received phased <br /> approval, it would be an injustice to those projects which were denied such points in <br /> the past. Mr. Fairfield stated that point allocation for past improvements should be <br /> consistent and that no points should be given unless there is a change in the ordi- <br /> nance for past credits. He agreed the Residential Allocation Program need to be <br /> clarified as to when a three year phased project can apply for additional phases to <br /> that project. <br /> <br /> Mr. Harry Regan, 800Main Street, stated he had seven lots that had previously <br />been subdivided therefore he was not eligible for exemption from RAP in the four-lot <br />or less category and had to compete with the large developer, which he did not feel <br />was equitable. Mayor Mercer said it was the intent of his motion that any develop- <br />ment of four or less lots per year should be exempt from the Residential Allocation <br />Program. The City Attorney advised he would report back on this matter. <br /> <br /> After discussion, it was moved by Mayor Mercer, and seconded by Councilmember <br />Kephart, that Council allow all those developments that have received approval for <br />phased development to reapply at the end of every RAP year for the next increment <br />of phasing not to exceed 50 units and that points be allocated based upon their <br />past application under RAP for that development. <br />The roll call vote was as+follows: <br />AYES: Councilmember Kephart and Mayor Mercer <br />NOES: Councilmembers Butler and Mohr <br />ABSENT: Councilmember Wood <br /> <br /> It was moved by Mayor Mercer, and seconded by Councilmember Kephart, that an <br />applicant who has received phased development approval be allowed to reapply at <br />the end of the firstRAP year for the next increment of 50 units but no points be <br />allocated from the previous development. <br />The rollcallvotewas as follows: <br />AYES: Councilmember Kephart and Mayor Mercer <br />NOES: Councilmembers Butler and Mohr <br />ABSENT: Councilmember Wood <br /> <br /> Council discussion ensued regarding increasing the number of units in phasing. <br /> <br /> It was moved by Councilmember Mohr, and seconded by Councilmember Butler, that <br />Council ir_itiate an ordinance to increase the number of units in phased projects <br />by 100 units out of the total of 500 units, making a maximum total of 250 units <br />for phased projects. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Kephart, Mohr, and Mayor Mercer <br />NOES: None <br />ABSENT: Councilmember Wood <br /> <br /> Council discussion ensued regarding lower-income housing set-aside. <br /> <br /> It was moved by Councilmember Butler, and seconded by Mayor Mercer, that Council <br />initiate an ordinance to increase the size of non-multi-year projects from 50 to 80 <br />units per year. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Kephart, and Mayor Mercer '- <br />NOES: Councilmember Mohr <br />ABSENT: Councilmember Wood <br /> 6. 9/16/80 <br /> <br /> <br />
