Councilmember Butler requested that the Staff Traffic Committee review traffic <br />problems at the intersection of Hopyard Road and Black Avenue, northbound where <br />traffic goes into right turn only lane. <br /> <br /> Cit ~ <br /> Mayor Mercer introduced Mr. Robert Warnick, the y s new Director of Public <br />Works and Utilities. <br /> <br /> Mayor Mercer stated that he had donated an overhead projector to the Council <br />Chambers, purchased from excess campaign funds, and advised it is available to <br />anyone desiring to use it in making a presentation to City Council. <br /> <br />CITY COUNCIL COMMITTEE REPORTS <br /> Councilmembers presented various Committee Reports for the information of the <br />Council. <br /> <br />MEETING OPEN TO THE PUBLIC <br /> Ms. Debra Strong, 2267 Segundo Court, Executive Manager of the Chamber.of <br />Commerce, presented an update report on the bicycle races scheduled for September <br />21, 1980, in connection with Heritage Days. She stated that approximately 120 <br />letters had been mailed to residents living on the proposed bicycle race route, <br />advising them of the activity and that their street would be closed for several <br />hours because of the race. Ms. Strong stated that she had received several com- <br />plaints regarding the closing of the streets. She advised she met on September <br />12 with the City Manager, Police Chief, and Bicycle Club officials, to work out an <br />alternate bicycle race route. She presented the alternate route, which would effect <br />fewer residents of the City. Ms. Strong stated that letters would be mailed advis- <br />ing all residents of the new route. <br /> <br /> Mr. Thurman Caudill, 4718B Augustine Street, stated he was opposed to the <br />bicycle race route as it would be an inconvenience to him in attending church and <br />having guests at his home. He stated he did not want to be restricted to his home <br />for a six hour period, the estimated time of the bicycle races. Mr. Caudill stated <br />he favored the newly proposed route over the former route but that it is still <br />objectiop~ble. Ms. Strong advised Mr. Caudill that there would be breaks in the <br />bicycle races which would allow residents to leave or enter their homes. <br /> <br /> Mr. Caudill also stated he was opposed to the buggy races being considered to <br />be held at the Fairgrounds. <br /> <br /> Mr. Caudill advised Council of an incident regarding a truck spilling debris in <br />front of his house. He stated he immediately called the Police Department who re- <br />quired detailed information, and by then the truck was out of the area. He stated <br />he felt the Police Department should have responded sooner without taking the in- <br />formation first. Councilmember Kephart explained this action is necessary in order <br />to have a formal complaint against any violation. <br /> <br /> Ms. Karin Campbell, 4145 Division Street, spoke regarding the Bicycle Races, <br />stating she favored the new route and felt notices should be sent to residents to <br />advise them of the changed route. <br /> <br /> After discussion, Council approved the alternate route for the Bicycle Races <br />as presented by Ms. Strong, and requested that she advise residents of this new <br />route. <br /> <br /> Mr. Tom Frost, 1451 Ridgewood Road, representing Parents Who Care, presented <br />a letter to Council signed by 17 people, regarding their concern relative to the <br />alarming increase in the drug and alcohol use among young people in Pleasanton. <br /> <br /> 3. 9/16/80 <br /> <br /> <br />
