Mr. Frost stated that over 100 parents have met in homes throughout the community <br />to discuss and share concerns about youthful drug use. He stated that in these <br />meetings they decided to cooperate with schools, law enforcement, and young people <br />to create a healthy atmosphere in which the use of drugs and alcohol is no longer <br />the " " <br /> norm . Mr. Frost advised this group had set a community-wide presentation for <br />parent education on the evening of October 9th which will include the latest film <br />from the National Institute on Drug Abuse, a speaker from the Pleasanton Police <br />Department, and a parent from another community which has launched a successful <br />parent-based drug education program. Mr. Frost requested Council to endorse the <br />film presentation and to support the citizen program. After discussion, it was <br />moved by Mayor Mercer, and seconded by Councilmember Kephart, that the City Council <br />support the Parents ~o Care Program regarding youth drug use, and to endorse the <br />film presentation on October 9, 1980. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Kephart, Mohr, and Mayor Mercer <br />NOES: None <br />ABSEnt: Councilmember Wood <br /> <br /> Councilmember Kephart stated that he had 422 petition signatures from parents <br />concernedwith the sale of drug paraphernalia to youth, which he would provide to <br />Mr. Frost if he desired to have them. <br /> <br /> Mayor Mercer thanked Mr. Frost and his wife for their active participation in <br />this important community program. <br /> <br /> A representative of the Order of Sons of Italy in America, Tri-Valley Lodge <br />#2348, presented a flyer to the Council inviting them to their Hope Hospice Bene- <br />fit at Castlewood Country Club on October 11, 1980. He also presented a brochure <br />elaborating on the Hope Hospice Program. He requested Council to support this <br />Program. <br /> <br /> Mr. Gary Lazarotti, 4674 Cotday Court, stated that the prtma facie speed limit <br />on Stoneridge Drive between Hopyard Road and 1-680 is 55 MPH. He advised that he <br />had called City staff and requested this be lowered immediately. He stated that <br />City staff advised they would post temporary lower speed limits until formal action <br />could be taken by Council, but at this date no signs had been posted. The Director <br />of Public Works and Utilities stated he was aware of this problem and would try to <br />get the signs installed on Friday, lowering the speed limit from 55 MPH to 40-45 MPH. <br />He advised he felt this is appropriate as a safety measure on an interim basis until <br />a speed study can ben completed for formal Council action. <br /> <br /> Mr. Lazarotti asked when the Stoneridge soundwall will be ~onsidered again by <br />Council, that was continued from August 12, 1980. The City Manager advised this <br />item would be on the agenda for September 23, 1980. <br /> <br />PUBLIC HEARINGS <br />Appeal of Interstate Uniform Services Corporation of a decision of the Plannin~ <br />Commission denTin~ their application for a conditional use permit which would <br />allow an addition of 2~500 sq. ft. to the existin~ nuclea.r laundry facility at <br />65 Ray Street. Zoning for the property. is C-S (Commercial Service) District <br /> }~yor Mercer declared the public hearing open on this item and continued for <br />six weeks at the request of Interstate Uniform Services Corporation by their letter <br />dated September 15, 1980, for presentation of additional information; then the <br />public hearing continued for an additional threeweeks at the request of Leonard <br />Post, Attorney representing residents of Ray Street, to allow them time to review <br />the supplemental material.
