Mayor Mercer stated the completion of Railroad Avenue to Ray Street is far <br /> below other major projects on the Capital Improvement Program priority list and <br /> he felt it doubtful this project would be completed within the next fifteen years, <br /> therefore, it is not fair to the owners of the property to tie up their property <br /> or prevent the sale of it. <br /> <br /> After discussion, it was moved by Councilmember Kephart, and seconded by <br /> Councilmember Wood, instructing staff to write a letter on behalf of the Hansen <br /> family relative to their property at 201 Spring Street, that the City does not <br /> have any ~mmediate plans for this property and that it is not a project that is <br /> included in the Capital Improvement Program for completion within the next three <br /> years. <br /> The roll call vote was as follows: <br />AYES: Councilmembers Butler Kephart, Mohr, Wood, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br /> Mr. David C. Burton, 11396 Dillon Way, Dublin, Chairman of Citizens for Dublin <br />Cityhood, requested Council to support this group to have the matter of Dublin <br />incorporation placed on the April or June, 1981, ballot. After discussion, it was <br />moved by Councilmember Butler, and seconded by Councilmember Wood, reiterating <br />City Council's position that Council was neither for or against this action and <br />that Dublin should be allowed to determine their own destiny. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Kephart, Mohr, Wood, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br /> Mayor Mercer instructed staff to write a letter to the Board of ~upervisors <br />advising them of Council's previous position on Dublin incorporation and the action <br />taken at this meeting restating this policy. <br /> <br /> Mr. Charles Stoll, owner of property in the downtown district, presented a <br />development plan and requested Council to consider forming a local improvement <br />district to alleviate parking problems in the downtown area. He stated that he <br />had talked to several property owners and most were in favor of this concept. He <br />advised Council that Mr. Mike Harris has an application for development plan <br />approval before the Planning Commission tomorrow night. He requested that this <br />item be continued until further study of a parking district could be considered. <br />The City Attorney reviewed the process for forming a local improvement district <br />stating that consent of a majority of the property owners is necessary before a <br />parking assessment district could be formed. Mayor Mercer stated that Council <br />would not request that the item of Mike Harris on the Planning Commission agenda <br />be continued, and he suggested to Mr. Stoll that he make his presentation to the <br />Planning Commission. <br /> <br /> Mr. Jessie Bartlett, 2292 Crestline Road, asked Council what action had been <br />taken against Michael Schiano relative to his illegally constructed fence at 5292 <br />Hummingbird Road. The City Attorney stated that the City had sent a letter to <br />Mr. Schiano advising him of legal action being taken requiring him to remove the <br />fence. <br /> <br />PUBLIC HEARINGS <br />Appeal of a decision of the Plannin~ Commissiop d~nying the application of Mildred <br />R. Vallarino to rezone the 4.4 acre site located at 3897,3887., 3889 Vineyard <br />Avenue from the RM-4000 (Residential 10 units per acre) District to the RM-1500 <br />(Residential 29 units.per acre) District <br /> <br /> 4, 8/12/80 <br /> <br /> <br />
