Councilmember Wood stated that a letter had been received recently from Robert <br /> R. Ryan regarding traffic problems along Northway Road between Crestline and Valley. <br /> He requested that a copy of the traffic report be forwarded to Mr. Ryan. <br /> <br /> Councilmember Wood requested that Councilmember Butler be designated as his <br /> alternate on the Alameda County Solid Waste ~Lanagement Board, and that Councilmember <br /> Mohr be designated as his alternate on the Governing Board of ACAP/ACTEB. Mayor <br /> Mercer designated these appointments. <br /> <br /> Councilmember Kephart entered the meeting at 8:10 P.M. <br /> <br /> Councilmember Butler requested a progress report regarding enforcement action <br /> relative to gravel truck overloading and spillage. Mr. Walker advised he had re- <br /> ceived a report from the Police Chief late today but had not had time to review <br /> the report. He briefly summarized that City officers had been working with the <br /> CHP and had issued 15 citations for mechanical violations but that spillage was <br /> difficult to enforce as it had to be visably seen by an officer in order to issue <br /> a citation for this violation. Mr. Walker advised the report stated that 95% of <br />.the trucks were hauling within legal weights. He stated that portable scales <br /> allowed a 1,000 pound leeway and the CHP preferred the use of regular scales. <br /> Councilmember Kephart stated he felt local enforcement should be more strict, and <br /> he requested that vigorous enforcement action be initiated to control gravel truck <br /> spillage and overloading. After discussion, Mayor Mercer instructed staff to pre- <br /> pare a report on the recommendations of the Police Department regarding this <br /> matter, for review at the meeting of August 26, 1980. <br /> <br /> CITY COUNCIL COMMITTEE REPORTS <br /> Councilmembers presented various Committee Reports for the information of the <br /> Council. -? <br /> <br /> Mayor Mercer discussed the possibility of Pleasanton becoming a sister city <br />along with Livenore to Yotsukaido, Japan. Councilmember Butler suggested having <br />a sister city of our own. After discussion, Mayor Mercer instructed staff to <br />prepare a report outlining the details and costs involved in participating in a <br />sister city program. <br /> <br />MEETLNG OPEN TO THE PUBLIC <br /> Mrs. Pat Griffin, Hometown Brokers, representing the Hansen family, owners of <br />the property at 201 Spring Street, stated her client needed a letter of assurance <br />from the City to the potential buyer of this property, stating that the parcel <br />would not be condemned within the next fifteen years for the extension of Railroad <br />Avenue to Ray Street. <br /> <br /> The City Attorney advised that this property is on the list of General Plan <br />Amendments suggested by the Land Use/Circulation Review Committee to be considered <br />by the Planning Commission and City Council, but that it is not on the Capital <br />Improvement Program priority list for development and no funds have been allocated <br />to the project at this time. Mr. Levine stated that Council could delay a decision <br />on this matter until after the General Plan Amendment review has been completed, <br />or write a letter that the City has no immediate plans for this property. <br /> <br /> Councilmembers Butler, Kephart, Mohr, and Wood expressed concern regarding an <br />assurance that the City would not have any plans for the subject property within <br />the next fifteen years because of the uncertainty of the future, and that it would <br />set a bad precedent. <br /> <br /> 3. 8/12/80 <br /> <br /> <br />
