Alternative quart7 Area Reclamation Plan Mr. Levine presented his report dated August 6, 1980, regarding this matter. It was moved by Councilmember Butler, and seconded by Councilmember Wood, authorizing the City Attorney to prepare a letter to the Alameda County Planning Commission describing the City's concerns and including portions of the gravel traffic Environmental Impact Report as they relate to the impacts which the City desires the County to mitigate as a part of any gravel reclamation plan approval. It was moved by Councilmember Butler, and seconded by Councilmember Wood, that Resolution No. 80-210, approving a Joint Powers Agency Agreement creating thereby an agency to administer the remaining portions of the reclamation and reuse grant, be adopted. Councilmember Kephart stated he was very pleased with the report and would like to see a noise ordinance initiated. After discussion, the City Attorney advised he would prepare a modified ordi- nance detailing specific sound intrusions. AB 2464/2853 - Housin~ Element Guidelines Mr Levine presented his report dated August 11, 1980, regarding this matter. It was moved by Councilmember Mohr, and seconded by Councilmember Butler, that the }~yor send a letter to the Senate Local Government Committee regarding objec- tions to AB 2464/2853 - Housing Element Guidelines, as indicated by the League of California Cities.
