Mayor Mercer stated he felt the Environmental Impact Report was unclear on <br />parking, sewage, and use of Vineyard Avenue. Mr. Kierstead advised that there <br />had been major steps forward in these areas since the report was prepared. He <br />stated the developer was over-impacting the parking but would add more if the <br />presently proposed amount was not sufficient. Mr. Kierstead advised that East <br />Bay Regional Park District planned to install a fence along Vineyard Avenue. <br />He added that the Park as it is now will not be disturbed; that the Remillard <br />property will be developed into the water slide, which he did not feel was a <br />negative aspect. <br /> <br /> Councilmember Kephart stated this City Council responds to the Environmental <br />Impact Report, and that he was basing his decision on what he gleaned from that <br />report, which he did not feel was inappropriate, and added he felt this project <br />would have an adverse effect on the Park environment, <br /> <br /> The City Attorney reviewed the time schedule for the various meetings regard- <br />ing the water slide project and stated the deadline for East Bay Regional Park <br />District to receive written comments was June 23rd. He advised that the final <br />Environmental Impact Report will be considered on June 24. Mayor Mercer suggested <br />the City Attorney or City Manager contact East Bay Regional Park District and re- <br />quest them to continue their meeting of June 24th on the final EIR, since it is <br />the same night as the next regularly scheduled City Council meeting which would <br />prevent Councilmembers from attending the meeting regarding the final Environmental <br />Impact Report. <br /> <br /> ~yor Mercer asked what the procedure is for accepting General Plan Amendments. <br />Mr. Harris advised that Council had determined they would not act on any General <br />Plan Amendments until after review of the General Plan Review Committee report <br />which should be completed in July, however, this did not constrain Council in any <br />way from accepting General Plan Amendments. <br /> <br /> Mayor Mercer stated that an item on the agenda dealt with a mistaken under- <br />standing of staff that Council would not allow any further development on Vineyard <br />Avenue because of the traffic problems.
