Mayor Mercer stated he was not opposed to a water slide but would like to see <br />it located at the Fairgrounds rather than at Shadow Cliffs Park. He stated he had <br />several concerns regarding the proposed site at Shadow Cliffs Park; namely the pro- <br />blems the gravel pits will create, sewage capacity, not adequate parking, holding <br />space parking on Stanley Boulevard, and additional parking on Vineyard Avenue with <br />trespassing on private property to the Park area. Mayor Mercer questioned the <br />economics of the project to finance all of the proposed improvements by East Bay <br />Regional Park District. He added that Shadow Cliffs Park serves the public as a <br />quiet area and he felt it should remain as such. Mayor ~lercer stated he did not <br />agree with the Envirnomental Impact Report in that people will not stay for the <br />entire day once they enter the Park. He advised he was opposed to the water slide <br />being located at Shadow Cliffs Park and felt that Council should let the developer <br />know their position at this time. <br /> <br /> Councilmember Wood stated he did not feel the Council should take a position <br />on this matter until after the East Bay Regional Park District public hearing <br />scheduled for tomorrow night, to receive further information and public input <br />regarding the water slide~environmental impact report. <br /> <br /> Councilmember Butler stated he would like to see this development take place <br />but not necessarily at Shadow Cliffs Park, perhaps at the Fairgrounds. He stated <br />the advantage of locating it at Shadow Cliffs Park is that this is a natural water <br />recreation area. Councilmember Butler advised he was not satisfied with the treat- <br />ment of the traffic problem. He stated that if Council could be shown by the <br />developer that t~isproblem would be alleviated by the completion of Valley Avenue <br />or E1 Charro Roa~ then he would be willing to consider the project at this location. <br />He added he was reluctant to shut the door on the proposal until all avenues had <br />been reviewed. <br /> <br /> Councilmember Mohr stated she was concerned about traffic and access, and would <br />find it difficult to go along with the project at Shadow Cliffs Park. <br /> <br /> It was moved by Councilmember Kephart, and seconded by Mayor. Mercer, that the <br />Council go on record in opposition to the proposed water slide located at Shadow <br />Cliffs Park and that the developer be advised of this position. <br /> <br /> Councilmember Butler requested that the motion be amended to state that Council <br />is opposed to the project until it can be shown that there are substantial improve- <br />ments in the traffic situation, then Council might come to a different conclusion. <br /> <br /> After discussion,. it was moved by Councilmember Kephart, and seconded by Mayor <br />Mercer, that Resolution No. 80-157, stating Pleasanton City Council's opposition <br />to the location of the proposed water slide at Shadow Cliffs Park unless adverse <br />impacts of the traffic can be satisfactorily mitigated by construction of signifi- <br />cant street improvements (i.e., E1 Charro Road or Valley Extension), and instruct- <br />ing staff to advise the developer of this position, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Kephart, Mohr, and Mayor Mercer <br />NOES: Councilmember Wood <br />ABSENT: None <br /> <br /> Mr. Glenn Kierstead, representing the developer of the water slide, stated he <br />felt it was inappropriate for Council to take a position on this matter without <br />having heard the input of the public at the public hearing scheduled for tomorrow <br />night regarding the Environmental Impact Report, nor was it fair to the preparers <br />of the EIR. <br /> <br /> 3. 6/10/80 <br /> <br /> <br />
