Mayor Mercer presented a draft resolution calling for a new Environmental Impact <br />Statement to be prepared with regard to the widening of 1-580. After discussion, it <br />was moved by Mayor Mercer, and seconded by Councilmember Wood, that Resolution No. <br />80-139, affirming the City's position in support of eliminating the restrictions on <br />1-580 and calling for preparation of a new environmental impact statement covering <br />the widening of 1-580 between the City of Pleasanton and Castro Valley, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Kephart, Mohr, Wood, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br /> Mayor Mercer instructed that this resolution be transmitted to Senator Holmdahl, <br />AssemblymanMori, and to the Alameda County Board of Supervisors. <br /> <br />CITY COUNCIL COMMITTEE REPORTS <br />Status Report Re.: Libr~r7 <br /> John Clatworthy, alternate of Councilmember Butler on the Alameda County Library <br />Advisory Commission, presented a status report regarding the Pleasanton Library. He <br />reviewed the cuts necessary due to Proposition 13 which necessitated in less service, <br />staff, and materials. Mr. Clatworthy advised that the 1980-81 Library Budget was in <br />the process of being prepared but amount of funds available was uncertain at this <br />time. He reviewed the cuts that would be necessary if the Budget is lowered by 5%, <br />10%, 15%, or 20%. He advised that if cuts of up to 15% were necessary that the <br />Pleasanton Library would have circulation service only but that Dublin would re- <br />main open with staff, reference collection, and more hours of service. Mr. Clat- <br />worthy stated that the Advisory Committee is working on the 1980-81 Budget at this <br />time and will continue with present services as long as funds are available. Mr. <br />Clatworthy advised that the lease for the Library Building in Pleasanton will soon <br />expire and it is the intention of Alameda County to deed the building to the City <br />of Pleasanton so that the City will be responsible for the maintenance an~ upkeep <br />of the building, which should occur sometime in the Fall. Mr. Clatworthy stated <br />that there is a problem at the Library Parking lot, primarily the use of it by <br />soccer participants. He thanked the City for the recent enlargement of the Library <br />parking lot which had been of great benefit, but he requested that it be~kept open <br />for the use of Library patrons rather than soccer players. Mr. Clatworthy stated <br />he would keep Council informed on the status of the 1980-81 Budget for the Library. <br /> <br /> Councilmember BUtler thanked Mr. Clatworthy for his informative report.' <br /> <br /> It was moved by Councilmember Wood, and seconded by Mayor Mercer, that Resolu- <br />tion No. 80-140, commending John Clatworthy for his years of unselfish and dedicated <br />service as an alternate member of the Alameda County Library Advisory Commission, be <br />adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Kephart, Mohr, Wood, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br /> Councilmember Mohr reported on her attendance, along with the City Attorney, at <br />the Alameda County Planning Commission on May 19, 1980, to address the hearing on <br />Kaiser Sand and Gravel Permit Q-53. She requested the Planning Commission to con- <br />ditton the Permit to require all gravel mined on Q-53 to be removed via E1 Charro <br />Road. In the alternative, Mrs. Mohr stated she requested the Commission to adopt <br />at a minimum, an hours limitation on Kaiser. In response, Commissioner Rosemary <br />Chang amended the staff's proposed approval of the permit to include language setting <br />a 7:00 a.m. to 5:00 p.m. time limit on operations, excluding gravel removed from the <br /> <br /> 3. 5/27/80 <br /> <br /> <br />
