Mr. Antone Marry, 4684 Harrison, stated there was a serious problem on Harrison <br />Street relating to the street crown. He stated that City officials for several years <br />had said this matter would be taken care of. Mayor Mercer explained the priority <br /> Cit ' <br />list of the Capital Improvement Program and stated that Council reviewed the y s <br />improvements periodically to establish this priority' list. Mr. Walker advised that <br />improvements to Harrison Street were not on the Capital Improvement priority list. <br />Mr. Marry stated there was also a problem with a street tree adjacent to his property <br />buckling the sidewalk which created a hazardous condition. Mayor Mercer requested <br />the City Manager to investigate this problem and resolve the matter. Mr. Marry sug- <br />gested that City residents be hired to complete the needed capital improvements in <br />town. The City Attorney advised him that all capital improvements over $5,000.00 <br />had to go out to bid by State Law. <br /> <br /> Mayor Mercer stated that due to the large audience to participate on item 10a - <br />Presentation Relative to Proposed Water Slide at Shadow Cliffs, that the agenda <br />would be amended to consider the item at this time. <br /> <br />SPECIAL REPORTS <br />Heritage Investors - Water Slide Proposal for Shadow Cliffs Park <br /> Mr. Glenn E. Kierstead, representing Heritage Investments, stated that several <br />people would be participating in the presentation. <br /> <br /> Mr. Bill Jardin, Director of the East Bay Regional Park District, Ward 3, stated <br />the proposed water slide was originally planned for Shadow Cliffs Park, then con- <br />sidered to be located at Cull Canyon in Castro Valley. Due to citizen opposition <br />there the slide was againbeing considered to be located at Shadow Cliffs Park. Mr. <br />Jardin stated ~hat since Proposition 13 the District had been forced to cut their <br />budget by 40%and that the proposed water slide should increase revenues to allow <br />for additional improvements at Shadow Cliffs Park. He reviewed the present activi- <br />ties available at Shadow Cliffs Park; i.e., bicycling, birdwatching, swimming, <br />fishing, hiking, kite flying, picnicking, private boating and rental boards. Mr. <br />Jardin added that water slides are a popular recreational entertainment and would <br />enhance the park area. <br /> <br /> Mr. Roger Wilde, Environmental Coordinator for East Bay Regional Park District, <br />reviewed the environmental considerations of Pleasanton relative to this project. <br />He stated that CEQA guidelines would be followed which recommends that the District <br />prepare an Initial Study for any development plan or zoning change. He stated that the <br />District will prepare the Initial Study but prior to that they will prepare an En- <br />vironmental Assessment, which will consider all of the factors considered in the En- <br />vironmental Impact Report process including studies by engineering firms that the <br />District has hired to study traffic, noise, geography, change of' topography, vege- <br />tation, wild life, water, ewer, energy, etc. Mr. Wilde stated that all comments <br />received at this meeting, and also any written comments, would be taken into con- <br />sideration. Mr. Wilde advised the next step would be to prepare an Expanded Initial <br />Study based on all of the above information. He stated he felt all mitigating <br />measures could be addressed in a Conditioned Negative Declaration, which would take <br />less time for preparation and approval, thus allowing for earlier construction of <br />the water slide. Mr. Wilde stated that if significant impacts could not be mitigated <br />then a full Environmental Impact Report would be required. Mr. Wilde advised that the <br />District planned to present this proposal on May 20, and that written comments should <br />be received before that date. He stated there would be a 15 day reviewing period. He <br />stated there would be a public hearing held on this matter on May 27, and the District <br />would try to schedule this meeting in Pleasanton. Mr. Wilde advised that on May 28 <br />the County of Alameda will consider the Conditional Use Permit. Mr. Wilde also ad- <br />vised that the East Bay Regional Park District will be the lead agency on this pro- <br />ject unless it is otherwise designated.
