Mayor Mercer reiterated his request to consider appointing a citizens review <br />committee on traffic safety. Councilmember Kephart stated he would support this <br />concept as he felt there were severe traffic problems in the City and speeding <br />in the residential areas. Councilmember Mohr asked if this committee would also <br />review crosswalks; Mayor Mercer advised that it would. Councilmember Wood suggested <br />this committee be formed within the structure of the Staff Traffic Committee. <br />Council concurred and instructed staff to prepare a report relative to this matter. <br /> <br /> Councilmember Mohr advised that she had noticed several illegally placed <br />political signs lately and requested a report regarding ways to enforce the City's <br />sign ordinance to prohibit this violation. Staff was instructed to prepare a <br />report for review at the meeting of May 27, 1980. <br /> <br />CITY COUNCIL COMMITTEE REPORTS <br /> Councilmembers presented various Committee Reports for the information of the <br />Council. <br /> <br />MEETING OPEN TO THE PUBLIC <br /> Mr. John Caroline, 4487 Pleasanton Avenue, stated that as a resident of Pleasan- <br />ton he was concerned about sewer capacity in this town. tte stated he had recently <br />received approval for development of a 69 acre industrial park. He felt that <br />Council should not consider annexing any additional lands to the City until present <br />sewer permit requests are met. Mr. Caroline asked that some sort of priority be <br />established to allow sewer capacity for those properties already within the City <br />that have final map approval, and he felt the priority list should not be based <br />upon the Capital Improvement critique established by the Residential Allocation <br />Program. Again, he urged Council to give serious consideration to those that have <br />been in line for sometime for the available sewer capacity before considering any <br />new annexations. <br /> <br /> After discussion, it was moved by Mayor Mercer, and seconded by Councilmember <br />Kephart, that this matter be referred to the Sewer Committee, to be reviewed with <br />the City Manager and City Attorney, and report back to the remainder of the Council. <br />The roll call vote was as follows: <br />AYES: Councilmembers Kephart, Mohr, Wood, and Mayor Mercer <br />NOES: None <br />ABSENT: Councilmember Butler <br /> <br /> Mayor Mercer presented a letter dated April 30, 1980, from a group of property <br />owners on Old Santa Rita Road regarding the problems and possible solutions to <br />obtaining a sewer line and the necessary sewer permits for these properties. Mayor <br />Mercer requested this matter also be referred to the Sewer Committee to be reviewed <br />at the same time as the above item. Council concurred. Mayor Mercer stated that <br />the Sewer Committee and City staff would report back to Council on these two items. <br /> <br /> Mr. Leo Heckathorn, 4202 Stanley Boulevard, congratulated the newly elected <br />Councilmembers. He stated he was concerned about what he thought was a building <br />inspection violation of a building on Old Santa Rita Road. Mr. Cullum, Chief Build- <br />ing Inspector, reviewed the building inspection process and the materials used in <br />this particular building, which he stated did meet the Building Code requirements. <br />After discussion, Mayor Mercer requested that Mr. Cullum take Mr. Heckathorn on an <br />inspection tour of the building in question and explain the City's building in- <br />spection procedures. <br /> <br /> Mr. Matthew Hartsen, General Contractor who constructed the building in question, <br />stated his buildings were constructed to meet the highest standards, and he would <br />be delighted to accompany Mr. Heckathorn and Mr. Cullum on a tour of the building <br />on Old Santa Rita Road. <br /> <br /> 3. 5/13/80 <br /> <br /> <br />
