will have the ultimate decision to determine whether to go ahead with the project. <br />He advised that any written comments should be mailed to Roger Wilds, Environmental <br />Coordinator for East Bay Regional Park District, 11500 Skyline Boulevard, Oakland, <br />94619. <br /> <br /> Councilmember Kephart asked if the District would drop the project if there were <br />significant impacts. Mr. Wilds stated the District would probably prepare an Environ- <br />mental Impact Report and if the project were to be approved the District could make <br />findings of overriding social and economic significance, but that this was a policy <br />question and he could not answer it. <br /> <br /> Councilmember Mohr asked that if it was determined that there were major traffic <br />impacts, would improvements to streets be done before the opening of the project. <br />Mr. Wilde advised that any required street improvements would be done prior to the <br />water slide opening, and that this was required by State law. <br /> <br /> Mr. Lou Kretcher, Project Architect, explained the project in full detail and <br />the proposed park design. He reviewed the expanded parking area which would be near <br />the entrance of the Park. He stated the natural elements of the Park would be pre- <br />served. Mr. Kretcher stated there would be four "rooms" to the Park, each isolated <br />from the .other but accessible for the various activities. He advised the water <br />slide would be sloped toward Stanley Boulevard and not visible from the Vintage Hills <br />residential area. <br /> <br /> Councilmember Mohr asked if the entrance driveway would be enlarged. Mr. Kretcher <br />advised that it had already been widened but that this would be reviewed to determine <br />if it was adequate. Councilmember Mohr asked if cars would be allowed to park on <br />Stanley Boulevard if the parking lots were full. Mr. Kretcher stated the gates would <br />be closed when all parking lots were full and no one else would be allowed to enter <br />the Park. <br /> <br /> Councilmember Wood asked if the improvements to the picnic areas were phased to <br />be completed at the same time as the water slide. Mr. Kretcher advised they would be. <br /> <br /> Mayor Mercer asked if the sewerage problems had been fully reviewed. Mr. Kretcher <br />advised that Shadow Cliffs Park had been operating without sewerage for eight years <br />and would continue to use chemical toilets and holding tanks.- He stated the District <br />would probably drill wells for water and that the ~ide would use domestic water. <br /> <br /> Mr. Glenn Kierstead, representing Heritage Investments, stated the water slide <br />would be beneficial to the City by increasing recreational activities, general in- <br />creased sales for Pleasanton merchants, create summer employment for young people, <br />and save on energy. Mr. Kierstead addressed the traffic concerns, stating that peak <br />hours of the Park will not conflict with peak commute hours. He advised that a por- <br />tion of Stanley Boulevard will soon be widened, which will assist in alleviating <br />traffic congestion. Mr. Kierstead stated his firm intended to operate a first class <br />operation; that they were a local firm concerned about local problems. He felt this <br />$400,000 water slide project would be an asset to the community, and he would like <br />to have it in operation by August. <br /> <br /> Mr. Dick Trudeau, General Manager of East Bay Regional Park District, stated <br />that Shadow Cliffs Park is a regional recreation area designed for large numbers <br />of people. He advised that expansion was not feasible at this time because of no <br />funding but the proposed water slide project was one way to accomplish these im- <br />provements. He stated the water slide would be a recreational amenity rather than <br />a commercial venture, and funds from the project would allow additional improvements <br />to the Park. <br /> <br /> 5. 5/13/8o <br /> <br /> <br />
