Adoption of Resolution No. 80-118, approving the Industrial Waste Discharge <br /> Permit for tee Standard Cheese Factory, Inc., for a period of three years from <br /> the date of its issuance. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers Kephart, Mohr, Wood, and Mayor Mercer <br />NOES: None <br />ABSENT: Councilmember Butler <br /> <br /> Councilmember Kephart abstained from voting on approval of the City Council <br />Minutes for 3-25-80, 4-21-80, and 4-22-80, due to his absence from these meetings. <br /> <br /> Councilmember Wood abstained from voting on approval of the City Council Minutes <br /> for 4-21-80 and 4-22-80, due to his absence from these meetings. <br /> <br />MATTERS INITIATED BY COUNCILMEMBERS <br />Request of Vice MaTor Wood to change title to Mayor Pro-Tempore <br /> (Continued from 4-22-80) <br />Vice Mayor Wood stated that after further consideration and review of this <br />matter he would like to withdraw his request to change the title of "Vice Mayor" <br /> ~4a or <br /> to y Pro-Tempore". No action was required or taken, therefore, by Council <br /> on this item. <br /> <br /> Mayor Mercer requested information regarding whether or not the alarm system <br /> at Kottinger Place had been installed that the City had allocated $10,000.00 for <br /> its replacement. He also requested information relative to the length of time <br /> Kottinger Place has been without a manager and whether there is a manager currently <br /> on duty. Mr. Walker stated he would report back on these matters. <br /> <br /> Mayor Mercer requested the Council to consider appointing a citizens safety <br />review committee to review problem areas in the City, primarily street and traffic <br />problems. Councilmember Wood advised he had previously requested a Stop sign be <br />installed at Northway Road and Fairfield Court. He stated that some of the hazard- <br />ous condition could be reduced by cutting back the shrubbery. Councilmember Wood <br />added that there had been several accidents in this area recently and he felt a <br />Stop sign should be installed ~n~nediately. Mr..Walker advised that the Staff <br />Traffic Committee had met on this date and discussed this intersection as well <br />as other areas and it was determined that this intersection did not meet the <br />criteria to warrant installing a Stop sign. Councilmember Mohr stated she had <br />not read previous staff reports on this matter, which had been presented before <br />she was a Councilmember, and she felt she needed to review this information be- <br />fore making a decision. Councilmember Kephart reviewed the three safety achieve- <br />ments of education, enforcement and engineering, and added that sometimes addi- <br />tional safety devices only lead to false safety security and actually increased <br />accident incidents. He stated he felt this matter should be carefully reviewed <br />before making any changes. It was moved by Councilmember Wood, and seconded by <br />Mayor Mercer, that a 4-way Stop sign be installed at Northway Road and Crestline <br />Road. After further discussion, Councilmember Wood withdrew his motion, and <br />Mayor Mercer withdrew his second. Council instructed staff to prepare a report <br />regarding traffic information and recommendations for the insections of Northway <br />and Crestlines Roads, and Crestline Road and Valley Avenue, as well as Fairfield <br />Court. <br /> <br /> 2. 5/13/80 <br /> <br /> <br />
