Mayor Brandes stated that Mr. Gappert was Chairperson of the Land Use/Circula- <br />tion Review Committee. He suggested that Planning Commissioner Getty be appointed <br />as Chairperson of this Committee and that another member of the Planning Commission <br />be appointed to serve on the Land Use/Circulation Review Committee to replace Mr. <br />Gappert. Council concurred, and instructed staff to handle this matter. <br /> <br /> Mayor Brandes stated there was an item on the April 7, 1980, agenda of the <br />Board of Supervisors, involving a request from Kaiser Sand and Gravel to continue <br />quarry operations without an approved reclamation plan. Mayor Brandes stated that <br />since the City Council has strongly supported a reclamation study of this area to <br />protect the underground water basin, he felt Council should request that the Board <br />of Supervisors continue this item until the study is completed and standards estab- <br />lished by the Regional Water Quality Control Board. Mayor Brandes added that the <br />City of Livemore indicated they would make this same request. <br /> <br /> After discussion it was moved by Mayor Brandes, and seconded by Councilmember <br />Mercer, that the City Council request the Board of Supervisors to continue the <br />item of Kaiser Sand and Gravel for modification of Condition #24 of Approved <br />Quarry Permit Q-53, to allow mining to continue one year beyond July 1, 1980, <br />without an approved reclamation plan, until after completion of the reclamation <br />study. <br />The roll call vote was as follows: <br />AYES: Councilmen Butler, Mercer, Wood, and Mayor Brandes <br />NOES: None <br />ABSENT: Councilman Kephart <br /> <br />CITY COUNCIL COMMITTEE REPORTS <br /> Councilmembers presented various Committee Reports for the information of the <br />Counctl. <br /> <br /> Councilmember Mercer advised that at recent LAVWMA meetings discussion had <br />taken place regarding the requests for additional industrial sewer capacity by the <br />City of Livemore and Dublin San Ramon Services District. After discussion, it <br />was moved by Councilmember Mercer, and seconded by Mayor Brandes, that Resolution <br />No. 80-81, instructing representatives (Councilmember Mercer and Mayor Brandes) on <br />the LAVWMABoard to endorse acquisition of industrial (including non-retail com- <br />mercial) capacity in the LAVWMA pipeline as follows: (1) City of Livermore - <br />400,000 gallons; and (2) Dublin San Ramon Services District - 100,000 gallons, <br />be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmen Butler, Mercer, Wood, and Mayor Brandes <br />NOES: None <br />ABSENT: Councilman Kephart <br /> <br /> Councilmember Mercer report on a meeting this date with Assemblyman Floyd Mori, <br />Supervisor Valetie Raymond, State Corrections Department Director Jerry Enomoto, <br />Councilmembers and City staff, relative to the proposed 400-bed women's prison at <br />Santa Rite, which the City of Pleasanton has been adamantly opposed to. Council- <br />member Mercer advised that Mr. Enomoto stated that the State has no interest in <br />pursuing any facility in this area, and added that such a facility would probably <br />be located in San Dieto. Council expressed appreciation to Mr. Enomoto and <br />Assemblyman Mori for their efforts in this regard.
