commendations; the size of the building is to be in conformance with the legal re- <br />quirements of the Code; removal of the 12" Walnut tree; "No Public Parking in Back" <br />signs installed; removal of meters in driveway; and as soon as it is possible to <br />have an exiting agreement with Pleasanton Foods. that applicant enter into such <br />agreement, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmen Butler, Mercer, Wood, and Mayor Brandes <br />NOES: Councilman Kephart <br />ABSENT: None <br /> <br /> Mayor Brandes recessed the meeting at 9:00 P.M. <br /> <br /> Mayor Brandes reconvened the meeting at 9:05 P.M. <br /> <br />Draft Envir.ornnental Impact Repgrt for the P[oposed Ordinance to Regulate the Use <br />of Streets for Gravel Trucks in Pleasanton <br /> Mr. Walker presented his report dated March 6, 198'0, regarding this matter. <br /> <br /> Mayor Brandes stated the draft Environmental Impact Report was completed and <br />has been available for public review since February 14, 1980, and will continue to <br />be available until April 2, 1980. During the forty-five day review period the <br />public is invited to submit in writing any comments or questions concerning the <br />draft E.I.R. to the City. The purpose of this public hearing is to offer an addi- <br />tional opportunity for public input. <br /> <br /> Mayor Brandes presented a letter from Rhodes-Jamieson dated March 11, 1980, <br />stating the report achieves a good degree of obJectivity and presents an ambitious <br />examination of the subject at hand but there are some omissions that should be <br />discussed later. The basic problem lies in the traffic volumes used by the con- <br />sultants that are at considerable variance with those compiled by the industry <br />and therefore magnify all other impacts under consideration. Further comments <br />will be presented later. <br /> <br /> Mayor Brandes declared the public hearing open. <br /> <br /> Hr, Lowell Beezley, 3673 Cambridge Court, stated the gravel industries had been <br />here for many years, before some homeowners, and that the ban may not be desirable, <br />He stated that enforcing tMs ban is like forcing ind/ans onto a reservation. He <br />suggested that, predicated on the opening of E1 Charro Road, that an elaborate <br />truck stop at E1 Charro Road and 1-580 be built as an incentive for truckers to by- <br />pass City streets. <br /> <br /> Mr. William Kovac, 3124 Weymouth Court, stated this matter was an on-going pro- <br />blem. He suggested the possible widening of Isabel Avenue for use as an alternate <br />truck route. <br /> <br /> Mr. Ralph Mitchell, representing Lone Star Industries, presented a letter stating <br />he was not prepared to comment at this meeting but would have witten comments pre- <br />sented before the April 2 deadline. <br /> <br /> Hrs. Karin Mohr, Chairperson for ROAJ (Residents Organized for Alternate Routing) <br />a residents group supporting the ban, stated the report shows action is needed soon <br />and she requested the Council to take urgent action. She stated that First Street <br />will fall apart this year as a result of 16,000 lb. gravel trucks. She stated that <br />reconstruction of a major road ~ould cost the City $1.5 million - a full year's <br />budget for City streets. She agreed with the adverse impacts listed in the E.I.K. <br /> <br /> <br />
