Street." The propertX.is zoned PUD- <br />Industrial .(Planned Unit Development-Industrial) District. An Environmental Impact <br />~eport will also. be considered <br /> Mr. Harris presented his report dated February 20, 1980, regarding this matter. <br /> <br /> Mayor Brandes declared the public hearing open on the application and the Environ- <br />mental Impact Report. <br /> <br /> Mr. John Caroline, applicant, 4487 Pleasanton Avenue, introduced Mike O'Hearn, <br /> Habitec, architect for the development. <br /> <br /> Mr. OwHearn reviewed the proposed project. He presented visual aids showing site <br /> master plan, street patterns, buffer between residential area and project, pedestrian <br /> access, street lighting, sidewalk details, parking and setbacks, signing program, and <br /> building design. Mr. O'Hearn reviewed the types 'of control for individual businesses, <br /> stating this would be a low-key development and that the buildings are being designed <br /> to accommodate solar energy and that ample parapets are being provided for this pur- <br /> pose. <br /> <br /> Mr. Caroline requested that the following modifications be made to the conditions <br /> established by the Planning Commission. <br /> <br />1. Remove Condition No. 29 - That the developer submit a building permit survey <br /> and site development plan in accordance with the Survey Ordinance (Article 3, <br /> Chapter3, Title II) and that these plans be approved by the City Engineer <br /> prior to the issuance of a building permit. <br /> <br />2. Remove Condition No. 30 - That the site development plan include all ~equired <br /> information to design and construct site, grading,.paving and drainage. <br /> <br />3. Remove Condition No. 31 - That the paving sections for the parking and drive <br /> areas be designed on the basis of an R-Value test and a Traffic Index to carry <br /> the anticipated traffic load. This design shall be subject tO the approval of <br /> the City Engineer. The minimum paving section shall be 2" A.C. on 6" A.B. The <br /> minimum A.C. pavement slope shall be 1%. <br /> <br /> Mr. Caroline explained that these conditions should be the concern of the lot <br />owners and done at the time the building permit is issued. Mr. Harris stated he <br />had no problems with this deletion. <br /> <br />4. Amend Condition No. 35 - That the curb and gutter section on the 64 foot streets <br /> be vertical curbs as per standard City details. <br /> <br /> Mr. Caroline stated he would like to have "or rolled curbs" allowed. Mr. Campbell <br />stated he would prefer vertical curbs be installed, mainly for safety reasons. <br /> <br />5. Amend Condition No. 37 - That the developer dedicate to the City for street <br /> right-of-way purposes the streets shown as "A" through "E", the applicable <br /> portions of Valley Avenue and City Street, and any P.S.E.'s required during <br /> final design. <br /> <br /> Mr. Caroline requested this condition be amended to allow the streets to remain <br />private streets and to be maintained by the developer. Council asked if traffic <br />rules could ~e enforced by the City police on private streets. The City Attorney <br />advised this could be done By resolution and would not cause a problem. <br /> <br /> 5. 2/26/80 <br /> <br /> <br />
