6. Amend Condition No. 41 - That the developer extend the 10" ~ater line on City <br /> Street between his easterly property line and the existing terminus of the 10" <br /> water line across the Western Concrete Products frontage. <br /> <br /> Mr. Caroline stated he felt he should not be required to install a water line on <br /> someone else's property. Mr. Campbell stated that a reimbursement agreement could be <br /> entered into whereby Mr. Caroline would be reimbursed by adjacent property o~ners <br /> the time they develop their property. Mr. Campbell advised this matter is covered <br /> in the City's ordinance. <br /> <br />7. Amend Condition No. 42 - That the developer provide an 8" water line in a 20 <br /> foot P.S.E. be~een the lot 13-lot 14 split and the lot 20-lot 21 split. This <br /> 20 foot P.S.E. will also serve as a vehicular access easement for emergency and <br /> public service vehicles. <br /> <br /> Mr. Caroline requested that the fire lane hemads a straight route rather than <br />being a loop. Mr. Campbell advised that this would be no problem and that staff <br /> could work out the details at th~ tentative map stage. <br /> <br />8. Remove Condition 45 - That the off-site sanitary sewer line be revised to <br /> minimize the easement required from Western Pacific and the developer dedi- <br /> cate a P.S.E. parallel with and contiguous to the southerly property line <br /> across the entire frontage of the subject property. <br /> <br /> Mr. Caroline stated he felt this condition should be worked out with Western <br />Pacific. Mr. Campbell advised this would not be a problem. <br /> <br />9. Amend Condition No. 46 - That the sanitary sewer systembe designed apd sized <br /> to adequately serve the drainage area tributary to it. <br /> <br /> Mr. Caroline stated it was not feasible to install the entire system at this <br />time. He stated he would like to phase the landscaping. He suggested completing <br />the first two lots in their entirety and planting all the trees at this time but <br />leave the low ground cover to be planted as individual businesses are completed. <br />Staff advised this would not be a problem. <br /> <br /> Mayor Brandes recessed the meeting at 9:30 P.M. <br /> <br /> Mayor Brandes reconvened the meetin~ at 9:35-P.M. <br /> <br /> Mr. Lars Jotten, 1265 Kolln Street, representing some of the homeowners on Kolln <br />Street, advised that this group were in ~eneral agreement with the conditions of the <br />project. He statedhe was concerned about the noise impact and about maintenance of <br />the landscaped buffer area. <br /> <br /> The following persons spoke in opposi=ion to this application and the Environ- <br />mental Impact Report. <br /> <br /> Mr. William G. Kovac, 3124 Weymouth Court, stated this development would increase <br />truck traffic on Santa Rite Road until such time as E1 Charro Road is opened for pub- <br />lic use. He also expressed concern regarding the noise impact ~o the surrounding <br />residenUial area. He stated he felt the buffer zone should be fully completed at <br />this time in fairness to the residential area. <br /> <br /> 2126/80 <br /> <br /> <br />
