Councilmember Kephart expressed concern and frustration relative to the proposed
expansion of the Women's Correctional Facility at Santa Rite and the inability of the
City to get attention regarding our strong opposition to such a facility near
Pleasanton. He stated the Council has previously gone on record in opposition to
this proposed expansion and that the appropriate County and State officials have
been notified of this position but seemingly to no avail or regard. After discus-
tton, Council instructed staff to pursue this matter with higher officials of the
State.

HEETING OPEN TO THE PUBLIC
Mr. William G. Kovac, 3124 Weymouth Court, stated there was an on-going traffic
problem at the eastbound ramp from 1-580 onto Santa Rite Road, and advised there had
been another accident there this week. He requested that the City get together with
Celttans or the County to discuss the traffic problems in this area and to suggest
placing a Yield sign at this corner. Mr. Campbell advised that a letter had been
sent to the State relative to this matter and that he expected a reply soon. After
discussion, Council instructed Mr. Campbell to telephone State officials regarding
their response to his letter relative to the traffic problems associated with this
area, to prepare a report for Council review, and to include the relevant accident
accident records in this report.

Mr. Kovac recommended that James R. Walker, Acting City Manager. be considered
for appointment as City Manager for the City of Pleasanton.

Mr. Lowell Beezley, 3673 Cambridge Court, stated he was getting a reputation as
being a no-growth advocate but this is not true. He stated he felt there should be
growth in line with availability of sewer capacity. He suggested the General Plan
Review Committee review this matter and to establish growth rate schedules for com-
mercial/industrial growth in Pleasanton. Mayor Brandes advised that theCeneral Plan'
Review Committee had a specific assignment to review the land use/circulation element
of the General Plan and could not change this charge without approval of the City
Council. Mr. Beezley stated he felt the City should stop its erratic pattern of
growth.-

PUBLIC HEARINGS
Appeal of Corrine Ma~rridis of a decision of the Design ReView.
