"We, the undersigned, believe that: 1) Pleasanton has many serious traffic <br /> problems; 2) Increased commercial and industrial development will greatly <br /> compound these problems unless additional access is provided for the areas <br /> being developed; 3) That truck traffic should be reduced on streets which <br /> pass through residential areas. This includes both Sunol Boulevard and <br /> Santa Rita Road. <br /> <br /> "We, therefore urge the Council to: 1) Take immediate steps to open E1 <br /> Charro Road to the public; 2) Establish E1 Charro Road as the truck route <br /> in and out of Pleasanton to the greatest possible extent; 3).Delay all <br /> commercial aad industrial development in the vicinity of the southern end <br /> of E1 Charro until it is established as the truck access to this area. <br /> <br />Regarding sewerage capacity, Mr. Pearson presented data relative to capacity <br />already con~nitted. tle stated the City has a legal obligation to provide City <br />services and should not commit more than can be provided. He stated he felt <br />sewer .services should be assessed so there will not be any litigation. He added <br />he felt the developer should not be required to expend any further money on the <br />property until services can be adequately assured. Mr. Pearson stated he had <br />x~itten a letter to the City Attorney last month regarding some questions he had <br />relative to sewer services but as yet had not received a response. <br /> <br />Mr. Pearson urged Council to resolve the concerns of land use, traffic and sewerage <br />capacity before approving this application. <br /> <br /> Mr. Peter Googins, 511 Mission Drive, stated he was not opposed to the zoning <br />change to PUD, however, he was concerned about the voluminous number of commer- <br />cial trucks on City streets. He requested that no building permits be granted <br />until E1 Charro Road is opened. He stated he felt a total comprehensive plan of <br />the industrial park should be provided by the developer before any portion of the <br />park is approved. <br /> <br /> Dr. Denton John, 3684 Chillingham Court, expressed concern regarding the safety <br />of school children along Santa Rita Road. He stated there was a possibility that <br />bussing would be eliminated next year thereby increasing the potential hazard to <br />children in this area. Dr. John stated he felt it was unreasonable for Kaiser to <br />sell this land and then not to provide access with the road for business. Dr. John <br />added that restrictions placed on applications were not always enforced. He cited <br />a Kilpatrick Bread Truck entering its warehouse location on Old Santa Rita Road at <br />2:30 a.m., last week, noting the firm's use permit prohibited delivery at that hour. <br />Dr. John urged Council not to approve this project until E1 Charro Road is opened <br />and the businesses have access to it. Councilmember Butler asked Dr. John if he <br />reported the Kilpatrick truck violation. Dr. John replied that he did not. Council- <br />member Butler suggested that Dr. John advise the Planning Department of this viola- <br />tion. <br /> <br /> Mr. Lowell Beasley, 3673 Cambridge Court, stated that Pleasanton's motto is <br />"The City of Planned Progress" and to achieve this he felt it is imperative to <br />know the different uses that the developer intends for this development in order <br />to calculate the sewer capacity that will be required and to determine the impact <br />of truck traffic. He urged the opening of E1 Charro Road and felt this should be <br />made a condition before the project is approved. <br /> <br /> Mr. Caroline rebutted the concerns of the opponents.
