It was moved by Councilmember Wood, and seconded by Councilmember Mercer, that <br />Resolution No. 80-14, after review of the bids, awarding the contract for the <br />construction of Handicap Ramp for the Veterans Memorial Building to Ambo Concrete <br />Company, Inc., in the amount of $5,450.00, that any necessary additional funds <br />that cannot be obtained through H&CD funds be allocated from the Capital Improve- <br />ment Fund, authorizing the appropriate City officials to execute the contract, and <br />allowing Robles Construction Company to withdraw its mistaken low bid, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmen Butler, Kephart, Mercer, Wood, and Mayor Brandes <br />NOES: None <br />ABSENT: None <br /> <br />Matters for the Information of the Council <br /> Mr. Walker stated that the City has received notice from the State Controller's <br />office that the City will receive an additional $91,000.00 in revenue, and that this <br />will help to offset AB-8. <br /> <br /> Mr. Brown presented the City Council Agenda Planning Report for January, February, <br />and March for the information of the Council. <br /> <br /> Mr. Brown presented the attendance report of the Planning Commission, Park and <br />Recreation Commission, and Human Services Commission for the period July 1, 1979/ <br />December 31, 1979. Councilmember Wood requested that a letter of appreciation be <br />sent to those Commissioners with perfect attendance. <br /> <br />REPORTS OF THE CITY ATTORNEY <br />On-Street Recreation Vehicle Parkins Limitationsl Ballot Measure <br /> Mr. Levine presented his report dated January 3, 1980, regarding this matter. <br /> <br /> Councilmember Kephart stated he felt this is an important issue that should be <br />dealt with other than citizen complaint form, and that the residents of Pleasanton <br />should have the opportunity to decide the matter. <br /> <br /> Councilmember Butler stated he felt this is a decision that should be made by <br />Council rather than the voters. <br /> <br /> Councilmember Wood stated he did not think this matter was a significant pro- <br />blem and could be controlled by present ordinances and codes. <br /> <br /> Mayor Brandes stated that many people do not want to be involved in complaints, <br />and an ordinance such as this would give the City a more effective tool to control <br />recreational vehicle parking and eliminate the complaint form of enforcement. <br /> <br /> Mr. Ken DeVote, 3543 Yellowstone Court, stated he was opposed to the proposed <br />ordinance and felt that the present ordinance and codes are sufficient to enforce <br />and control problems. He cited figures in the staff report revealing a very low <br />percentage of RV offenders. He stated he felt other types of vehicles were in <br />greater violation and caused as much or more problems than TV's. <br /> <br /> Mr. Harold Seller, 4078 West Las Positas, stated he was opposed to the proposed <br />ordinance and felt the 72 hour parking law was sufficient to control any parking <br />problems. He stated there should be a better definition of recreational vehicle. <br />He added that he used his RV to commute to work everyday and did not feel it was <br />fair not to be able to park it at his residence. Mr. Seller stated that this <br />ordinance would also create problems for RV owners loading and unloading before <br />and after trips and could cause a hardship on the life style of the residents of <br />Pleasanton. <br /> <br /> 12. 1/8/8o <br /> <br /> <br />
