She
stated that Viacom Cablevision, Pleasanton's local cable operator, could be expanded
to include multiple community channels with local origination and public access, an
established cable network connecting schools, city hall, police and fire departments,
mobile television units for community use, and interconnections with the cable
television systems of adjacent communities. Ms. Stevens urged Pleasanton to consider
upgrading its cablevision services to include local programming.

Ms. Charlotte Severin, 4513 Miradot Drive, representing the Pleasanton-Livermore
AAUW, stated this group is concerned about the media and its effect on our lives, and
now especially cable TV. She stated the greatest bargaining time is at the time a
franchise is approved and that further negotiations can be studied when a franchise
is up for renewal. She added that Pleasanton's franchise with Viacom is due for
renewal in approximately two years and that a study shouId begin now to review all
options available. Ms. Severin requested that Council appoint the same committee
as Livermore and work together and with Viacom to explore all alternatives for the
best choice of programming. Ms. Severin briefly summarized the qualifications of
each person on the Citizens Committee, and requested that DeWitt Ault be added to
this Committee. She advised that the Committee would like to begin work immediately
by setting goals and going on field trips to see what other cities are doing in this
area of the media.

5. 5/26/81
