Open from 4-28-81) <br /> Mr. Harris presented his report (SR 81:130) dated April 21, 1981, regarding <br />this matter. <br /> <br /> Mayor Mercer declared the continued public hearing open on the application <br />and the Negative Declaration. <br /> <br /> Mr. Bill Hirst, 147 Bernal Avenue, Attorney representing Hacienda Mobile Home <br />Park, stated he supports the staff report with the exception of the condition that <br />no development take place in any part of the subject area until a road connection <br />has been established between Pico Avenue and Stanley Boulevard. Mr. Hirst advised <br />that his client's five acres within the total 41 acre application would only have <br />20-30 dwelling units of the type housing needed in Pleasanton; that it will be for <br />adults only thus creaing less traffic and less burden on the school facilities; <br />that less parking space is needed; and that it will not impact Vineyard Avenue <br />because of the Vintage Hills Shopping Center. Mr. Hirst requested Council to <br />obtain additional information if necessary to allow' the subject five acre parcel <br />to develop before the completion of streets improvements - Pico to Stanley. <br /> <br /> Mr. Cliff Bates, owner of property adjacent to the five acres in question, <br />stated he is in favor of prezontng the 41 acres but opposed to any ~evelopment <br />until the entire area can develop. He stated that development of the five acre <br />site would adversely impact his chicken ranch, and also that his chicken ranch <br />would adversely affect any development adjacent to his property. <br /> <br /> Ms. Nancy Storch, 3193 Chardonnary Drive, opposed this application Because of <br />its adverse impact on the Vintage Hills area. She felt it would change the <br />aesthetics of Vintage Hills; that it would change the balance of population in <br />the area; and that it is inconsistent with the General Plan. She stated she would <br />like to see a park in the middle of the 41 acres. <br /> <br /> Mr. Htrst rebutted only by stating that his one concern is for Council to allow <br />development of the subject five acres before completion of Pico Extension to Stanley <br />Boulevard. <br /> <br /> There being no further testimony, Mayor Mercer declared the public hearing <br />closed on the application and the Negative Declaration. <br /> <br /> It was moved by Councilmember Butler, and seconded by Councilmember Wood, that <br />Resolution No. 81-144, determining on the basis of a review of initial environmental <br />study done for this project, that no significant environmental impact would occur as <br />outlined in the City's guidelines and that a Mitigated Negative Declaration is appro- <br />priate to prezone the approximately 41 acre area located on the north side of Vine- <br />yard Avenue ~mmediately east of the Hacienda Mobile Home Park to PUD Medium Density <br />Residential District, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Kephart, Mohr, Wood, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br /> After discussion, it was moved by Councilmember Wood, and seconded by Council- <br />member Butler, that Ordinance No. 976, to be read by title only and waiving further <br />reading thereof, approving the application of the Planning Commission of the City <br />of Pleasanton to prezone the approximately 41 acre area located on the north side <br /> <br /> 7. 5/12/81 <br /> <br /> <br />
