in the document titled "Proposed Environmental Impact Findings" for all impacts <br />which Council deems potentially significant; finding that the project would have <br />significant adverse impacts on the environment with conditions and project modifi- <br />cations included and that the Council finds that there would be significant impacts <br />of case PUD-80-2 pertaining to traffic, soils and geology, hydrology, and public <br />services, but that recommended conditions of approval would reduce those impacts to <br />an insignificant level, and that the City Council finds that there are several signi- <br />ficant adverse impacts of the case which are not mitigatible if the project is ap- <br />proved or which remain significant despite the inclusion of mitigations measures: <br />1) permanent destruction of class one soils and permanent loss of prime agricultural <br />land from production; 2) increased incommuting which would mare than offset any re- <br />duction in vehicle miles travelled, and, thus air emissions, related to local Jobs; <br />and 3) increased local carbon monoxide concentrations; the City Council finds that <br />there are overriding social and economic consideration justifying approval of the <br />project in spite of the few adverse impacts which are not feasibly reduced to in- <br />significant levels, the Environmental Impact Report itself itemizes many project <br />benefits and the staff report and the project sponsor's material have alluded to <br />others - pr4m~ry among the reasons are the improvement of the transportation net- <br />work and provision of local Jobs; the City Council approves the Environmental Impact <br />Report prepared for Case PUD-80-2, zoning and development plan approval for a 102 <br />acre Planned Unit Development commercial/industrial business park on the northeast <br />comer of Bernal Avenue and 1-680, south of the Arroyo Del Valle,, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Kephart, Mohr, Wood, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br /> It was moved by Councilmember Wood, and seconded by Councilmember Mohr, that <br />Ordinance No. 975, to be read by title only and waiving further reading thereof, <br />after making the findings that there are overriding social and economic considera- <br />tions justifying approval of the project in spite of the few adverse impacts which <br />are not feasibly reduced to insignificant levels, approve the application of Alfred <br />Fromm for zoning and development plan approval for a 102 acre Planned Unit Develop- <br />ment commercial/industrial business park on the northeast corner of Bernal Avenue <br />and 1-680, south of the Arroyo Del Valle which forms the boundary between the Del <br />Prado area of Pleasanton and the subject site, zoning for the property is "S" <br />(Study) District, subject to conditions established in Planning Commission Resolu- <br />tion No. 1974 and modifying Condition No. 24 to indicate a maximum height of three <br />stories or 40 feet, and amending the Zoning Map of the City of Pleasanton, accord- <br />ingly, be introduced. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Kephart, Mohr, Wood, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br />Application of the Planning Commission of the City of Pleasanton to prezone the <br />approximately 41 acre area located on the north side of Vineyard Avenue immediately <br />east of the Hacienda Mobile Home Park to PUD Medium Density Residential Dtstri.ct~ <br />RM-4000 (Multiple Famil7 Residential) Districts.or. any.other zoning' district con- <br />sistent with the General Plan <br /> <br />On the basis of an Initial Study of the potential envir. onmental impacts of the <br />project, the Director of Planning. and Community Development has determined that <br />the proposed pro~ect. would not.have any potential significant adverse effects on <br />the environment and that an env.ironmental impa~t report need Bq[b~ prepared.
