She stated that Eden Housing is a group
who are expert in the field of low-income housing, and she requested Council to
support the use of this agency in the Valley to help solve the housing problems
by reviewing various alternatives. The City Attorney suggested the Eden Housing
Group make a presentation relative to low-income housing at the City Council meet-
ing of April 21, 1981, at which time various housing items will be discussed.

Mr. Leo Heckathorn, 4202 Stanley Boulevard, congratulated Mayor Mercer and
Vice Mayor Butler on their appointments, and expressed appreciation to the entire
Council for their outstanding service to the community.

Mr. Peter Googins, Mission Park, representing ROA~ (Residents Organized for
Alternate Routing) expressed concern regarding Supervisor Don Excell's letter of
March 27, 1981, relative to possible solutions to the gravel truck problem. He
stated he disagreed with the following points: (1) partial use of E1 Charro by
Lone Star (should be full use); (2) use of Bernal Avenue Extension by gravel
trucks; (3) lack of escalator clause to offset inflation in the fee charged gravel
companies; (4) lack of exit clause; (5) no maximum allowable number of trucks per
day; and (6) no control of overweight trucks. Mr. Googins stated that Supervisor
Excell has not sought the advice or input from ROAR or any other interested citizens
groups. He added there are a number of things that Mr. Excell's proposal does not
take into consideration. Mr. Googins concluded by stating that the constituants of
Pleasanton have clearly indicated that they want trucks off the streets of Pleasan-
ton, and that with regard to Supervisor Excell's proposal he finds it totally un-
acceptable. The City Attorney advised Council to take Mr. Googins' comments under
advisory with no discussion at this time. He stated that gravel truck litigation
will be discussed in Executive Session.

Mr. Ron Archer, 205 Main Street, congratulated Mayor Mercer and Vice Mayor
Butler on their appointments, and added that he would be transmitting a letter to
Council regarding his comments on the proposed condominium conversion ordinance.

PUBLIC HEARING
Application of Meyer Properties, Inc., for planned unit development (Industrial and
Commercial) zoning and development plan approval for an approximately 82 'acre site
located at the northwest corner of Hopyard Road and Stoneridge Drive.
