337 <br /> <br /> It was moved by Councilmember Kephart, and seconded by Councilmember Wood, to <br />approve the Septic Tank Permit on Foothill Road as requested by Mark Andersen. <br />The roll call vote was as follows: <br />AYES: Councilmembers Kephart and Wood <br />NOES: Councilmember Mohr and Mayor Hercer <br />ABSENT: Councilmember Butler <br /> <br /> The City Attorney advised that at the time the lot split is considered, the <br />problem of drainage could be addressed. <br /> <br /> Further discussion ensued regarding time and cost of a drainage and soils analy- <br />sis. Mr. Hull stated this would require two reports: one on the new lot would take <br />approximately three weeks to complete and the estimated cost would be $1,500.00; <br />the other report would be an indepth soils report and would require approximately <br />six months and he could not estimate the cost at this time. <br /> <br /> Mayor Mercer stated he is concerned about the drainage problem on the properties <br />below Mr. Andersen. <br /> <br /> After further discussion, it was moved by Councilmember Kephart, and seconded <br />by Councilmember Wood, to continue the Request for Septic Tank Permit on Foothill <br />Road by Mark Andersen, until the following conditions are met: (1) the County <br />Sanitarian certifies that the existing septic tank on the Andersen property is <br />not failing and is not resulting in effluent running onto the lower property; (2) <br />the County Sanitarian certify that the proposed new septic tank will not produce <br />effluent runoff on any neighboring properties; (3) that surface runoff be studied <br />and mitigation measures be proposed on the proposed lot; and (4) that the existing <br />drainage problems be studied and a report to Council prepared; and that upon com- <br />pletion of these four items, Council will consider jointly the proposed parcel map <br />and septic tank agreement; and at such time, notice to neighboring property owners <br />will again be made. <br />The roll call vote was as follows: <br />AYES: Councilmembers Kephart, Mohr, Wood, and Mayor Mercer <br />NOES: None <br />ABSENT: Councilmember Butler' <br /> <br />Pro.posed Studies Related to the North Pleasanton Industrial and Commercial Develop- <br />ment <br /> Mr. Walker presented his report (SR 81:92) dated March 16, 1981, regarding this <br />matter. He advised he had met with various commercial developers this date to dis- <br />cuss the item and that not all developers expressed agreement. <br /> <br /> Mr. Joe Callahan, representing CPS and Associates, expressed concern about the <br />scope of work and the amount of detail that can be received from such a study. He <br />stated he was not opposed to the hiring of an outside engineer to analyze and make <br />conclusions but felt if there were too many engineers involved it will be difficult <br />to coordinate the work. He advised his firm had already completed extensive studies <br />in the North Pleasanton Area and he questioned what additional information could be <br />received from the proposed studies. <br /> <br /> Mr. Walker stated he felt this is a good price for the amount of work to be <br />accomplished which is mainly to investigate the possibility of forming an assess- <br />ment district for public improvements in the North Pleasanton Area. <br /> <br /> Mr. Robert Meyer, representing Meyer Properties, stated he firmly supports the <br />approach, and that he would cooperate with the City in this matter. <br /> <br /> 11. 3/24/81 <br /> <br /> <br />
