After discussion, Council instructed staff to contact the PUD to deter- <br />mine the status of the grade crossing near Stanley Boulevard, and asking permission <br />to use this railroad crossing. <br /> <br /> Councilmember Kephart asked if the Tennis Faire sign is in conformance with the <br />City sign ordinance. He stated this sign creates a traffic vision hazard and should <br />be investigated. <br /> <br /> Councilmember Kephart stated there is a great problem with pigeon droppings in <br />the downtown area. He requested staff to prepare a report regarding possible ways <br />to eliminate this problem. <br /> <br /> Mayor Mercer requested permission to proclaim January 13-18, 1981, as United <br />Cerebral Palsy Week in Pleasanton, and January 17-18, 1981, as "Weekend with the <br />Stars". Council concurred. <br /> <br /> Mayor Mercer stated that in light of current economics and interest rates, he <br />felt that all RAP permits should be extended for six months to a year. After dis- <br />cussion, it was moved by Mayor Mercer, and secondeu by Councilmember Kephart, to <br />initiate an ordinance to extend all RAP permits for a period of twelve months, for <br />consideration at the meeting of January 27, 1981. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Kephart, Mohr, Wood, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br />CITY COUNCIL COMMITTEE REPORTS <br /> Councilmembers presented various Committee Reports for the information of the <br />Council. <br /> <br />MEETING OPEN TO THE PUBLIC <br /> Mr. Harry Fish, 743 Camino Ricardo, Moraga, presented his letter to the City <br />Council, dated January 5, 1981, regarding the condominium conversion moratorium, and. <br />requesting that consideration be given to exempting his 26-unit project on Division <br />Street from any condomintum ordinance by virtue of the fact that his application had <br />been filed prior to the City's notice of reinstating the moratorium. After discussion, <br />Mayor Mercer instructed the City Attorney to prepare a legal opinion on the City's <br />liability on this matter, for review at the City Council meeting of January 27, 1981. <br /> <br />PUBLIC HEARINGS <br />Appeal of Faris A.
