McCloud, Chief of Police, and expressed <br /> the City's appreciation for Chief McCloud's dedication and service to the community. <br /> Chief McCloud thanked the City Council and City Manager for this public recognition of <br /> his years of service. He also announced that he would be retiring on May 1, 1981. It <br /> was moved by Mayor Mercer, and seconded by Councilmember Wood, that Resolution No. 81-1, <br /> commending Walter J. McCloud, Chief of Police, for three decades of distinguished ser- <br /> vice to the City of Pleasanton, be adopted. <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Butler, Kephart, Mohr, Wood, and Mayor Mercer <br /> NOES: None <br /> ABSENT: None <br /> <br /> MATTERS INITIATED BY COUNCILMEMBERS <br /> Councilmember Butler stated he had received inquiries from citizens relative to <br /> the priority of street maintenance. He requested staff to prepare a report regarding <br /> the policy and strategy of street maintenance in light of the limited tax dollars and <br /> new construction needed. <br /> <br /> Councilmember Butler stated the grade crossing at Santa Rita Road need improvement. <br /> He requested staff to communicate this need to the railroad company. <br /> <br /> Councilmember Wood stated there is an increasing litter problem along Hopyard Road <br /> and Valley Avenue because of uncovered vehicles traveling to the Transfer Station. <br /> After discussion, Council instructed staff to advise the Police Department to increase <br /> enforcement of regulations regarding uncovered vehicles carrying garbage to the Trans-' <br /> fer Station, and also to request the Transfer Station to encourage their patrons to <br /> cover their loads of trash. <br /> <br /> Councilmember Wood requested the Staff Traffic Committee to review the possibility <br /> of placing Stop signs on First Street at Spring, Angela, and Abbie Streets. <br /> <br /> Councilmember Mohr stated that people have been using the inside loop of 1-580 at <br /> Foothill Road to park cars during the day while they commute by other means to their <br /> Jobs. She asked if the area could be improved and designated for this use, to en- <br /> courage car pooling and use of public transit. Councilmember Butler stated the CHP <br /> cites in this area and feels this is not a good idea. After discussion, Mayor Mercer <br /> instructed staff to address a letter to Caltrans to ask them where they might have <br /> a parking lot for this purpose and for an evaluation of the risks at the 1-580 loca- <br /> tion. <br /> <br /> Councilmember Mohr asked City Council permission to direct staff to contact the <br /> PUC to determine if the City can use the grade crossing near Stanley Boulevard in <br /> connection with the extension of Valley Avenue and ultimate completion of E1 Charro <br /> Road.
