· 189 <br /> <br /> Mr. William Hirst asked if the same low income housing definition would be used <br />as is in the present RAP exemption. The City Attorney advised that HUD guidelines <br />for low income project are currently being used. Council decided to ask the Planning <br />Commission for their view of a low cost housing definition for the exemption. <br /> <br /> Mr. Parrish stated he is hoping that Planning Commission will have a special <br />meeting between January 5th and January 9th, 1982, to consider his project, and he <br />would like this matter to be considered by the City Council at their meeting of <br />January 12, 1982, in order ~ft~r him to begin construction by April 1, 1982. <br /> <br /> Mrs. Getty stated that Planning Commission would like direction from the City <br />Council regarding these applications. Council stated they wanted input from the <br />Planning Commission on these decisions. <br /> <br /> Council took no action at this time on the following two issues: (1) in "afford- <br />able projects" what design criteria should be considered; and (2) what amenities <br />should be included in affordable projects. <br /> <br /> Council then discussed what fees, if any, should be waived. Council determined <br />that a number of fees could not be waived. They further determined that waiver of <br />fees would be appropriate where the City is a substantial partner in a project but <br />not for affordable projects in general. <br /> <br /> Council determined that affordable housing competition should be held. <br /> <br /> The City Attorney advised he would have the draft growth management plan ready <br />for review at the City Council meeting of January 26, 1982, and he would take into <br />consideration the above determinations. <br /> <br /> After discussion regarding the consideration of applications now before Council, <br />Council determined to review Steve Tyler's Planned Unit Development at this meeting <br />but make no decision on the exemptions until after consideration of the draft growth <br />management plan on January 26, 1982. <br /> <br />CITY COUNCIL COMMITTEE REPORTS <br /> There were no City Council Committee-Reports presented at this meeting. <br /> <br />MEETING OPEN TO THE PUBLIC <br /> No one in the audience addressed the Chair. <br /> <br />PUBLIC HEARINGS <br />Application of Richard and Ursula Ultsch and Theodore Bates for prezontng and <br />development plan approval for a 256 dwellinKuntt project on an approximately <br />29 acre site located on the north side of Vineyard Avenue opposite Sauterne Way. <br />The prope~t7 .~s currently prezoned PUD (Planned Unit Development)-Med~um Densit7 <br />Residential District with certain conditions governing its development.
