193 <br /> <br />schedule for the development, stating it is imperative that they begin construction <br />in early April in order to be completed before the rainy season begins in November, <br />otherwise the project could be delayed until the following spring which would be risky <br />and costly. Mr. Pettish stated that with regard to the mortgage revenue bond program, <br />he would like to participate but cannot participate more than 8%, or 30 homes. He <br />stated the present report does not allow for exemption less than 50%. Mr. Parfish- <br />stated he felt his project s~buld qualify for RAP exemption because of the low income <br />housing category. He added~the proposed development is a viable project for Pleasan- <br />ton and he would like to start construction in April. <br /> <br /> Mr. Steve Tyler, TyCal Development Company, 344 Division Street, Pleasanton, stated <br />Council should give strong consideration to affordable and low income housing for <br />exemption from RAP and for available sewer capacity. Me stated he would like for the <br />Council to consider the quality of the housing stock in Pleasanton. Mr. Tyler stated <br />he feels that his project is high quality and allows buyers with low and moderate in- <br />comes to purchase homes. He stated he felt that available sewer capacity should be <br />delegated to low income housing. <br /> <br /> Mrs. Joyce Getty, 925 Kottinger Drive, Chairperson of the Planning Commission, <br />stated she appreciated this report and it is exactly what the Planning Commission is <br />looking for. She stated that Planning Commission is not in favor of a building <br />moratorium but needs direction regarding future growth in the City. She stated that <br />speaking as a citizen, she did not understand why the Planning Commission continued <br />Mr. Parrish's item at their last meeting. <br /> <br /> Mr. Steve Tyler stated there is an urgency in timing as it takes several months <br />to process and bring houses on line to be sold and occupied. <br /> <br /> Mayor Mercer stated the argument that the City has 1,200 connections is a good <br />one. Back in August, atthe behest of the Chamber of Commerce Task Force Committee <br />on Housing, they made the recommendation that the City hold competition and to allow <br />200 units the first year. Now the City is looking at 800 units coming before Council <br />without competition. He stated that if all of these units are approved then the <br />City might not be able to allow any additional units to be built until 1986. Mayor <br />Mercer stated that Council needs to address whether to exenpt low income housing and <br />then discuss the affordable housing exemption. He stated he did not feel the City <br />needs a growth moratorium. He advised the growth management plan would not be com- <br />plete until March and that Council should decide whether to go ahead in approving <br />projects before final adoption of a growth management plan. <br /> <br /> Councilmember Butler stated that more developers are showing an interest in <br />construction of low/moderate and affordable income housing than in a long time. He <br />stated he felt the mortgage revenue bond program is important, and feels this issue <br />should be addressed first. He stated he felt staff guidelines made sense and would <br />not slow down projects that are participating in the revenue bond program. <br /> <br /> Councilmember Wood stated he felt changes in the market have brought about more <br />cooperation between developers and the City. He asked Mr. Parrish if he agreed with <br />staff recommendations regarding participation in the mortgage revenue bond agreements. <br />Mr. Parrish stated that he could not comply with the required that 50% of units parti- <br />cipate in the mortgage revenue bond program. He stated that requiring maximum RAP <br />Housing and Capital Improvement fund contributions would add to the cost of housing. <br />Mr. Parrish reiterated that he would like to have his project exempt from RAP because <br />it is low income housing. <br /> <br /> Council discussion ensued regarding the mortgage revenue bond program. Mr. Walker <br />advised that the City must have 20 million dollars participation in order for approval <br /> <br /> 3. 12/22/81 <br /> <br /> <br />
