Adoption of Ordinance No. 1010, approving the application of Frank Auf der Maur <br /> et al, to rezone an approximately 73 acre site located between Stanley Boulevard <br /> on the north and the Arroyo del Valle on the south from the intersection of Stan- <br /> ley Boulevard and California Street to a point approximately 2000 feet east of <br /> that intersection to the Planned Unit Development-Commercial District. <br /> <br /> c. Adoption of Resolution No. 81-430, authorizing the City to purchase equipment and <br /> supplies from the Department of General Services of the State of California. <br /> <br />d. Adoption of Resolution No. 81-435, authorizing staff to proceed with the adver- <br /> tisement calling for bids on the one MGD expansion of the LAVWMA facility. <br /> <br /> The roll call vote was as follows:' <br /> AYES: Councilmembers B~tler, Mohr, Wood, and Mayor Mercer <br /> NOES: None <br /> ABSENT: Councilmember Kephart <br /> <br /> MATTERS INITIATED BY COUNCILMEMBERS <br /> Further Discussion of RAP and Affordable Housing <br /> Mayor Mercer presented his report dated December 17, 1981, regarding this matter, <br /> stating that he had requested the staff to assist him in preparing for Council this <br /> report regarding the confusing subject of affordable housing and growth management. <br /> Because of the overlap of several Council programs and the growth management changes, <br /> confusion has resulted which should be cleared up before looking at the large number <br /> of affordable housing units currently being proposed. He stated that Council approved, <br /> on November 24, 1981, the staff's report (with some modifications) for replacing the <br /> Residential Allocation Program (RAP) with a new growth management program. Council <br /> also approved on November 24, 1981, Ordinance No. 1006, designed to exempt those <br /> affordable housing projects which enter into agreements with the City for partici- <br /> pation in the mortgage revenue bond program. Mayor Mercer stated that on August 25, <br /> 1981, Council approved Resolution No. 81-287, which set up an affordable housing com- <br /> petition which would have exempted approximately 200 units in its first year from the <br /> growth management controls as a part of an affordable housing competition. Mayor <br /> Mercer stated there are a number of questions that need to be answered, and that it <br /> is now in order to receive testimony from developers, then to receive input from the <br /> Council, in order to formulate the growth management plan. <br /> <br /> Mr. Ed Pettish, developer of the proposed Quail Creek low income and affordable <br /> housing on Vineyard Avenue, stated he is pleased with the progress of this project <br /> and the cooperation of staff and Planning Commission, as well as the homeowners asso- <br /> ciations in the area for favorable reaction to this proposal. He stated he had re- <br /> quested continuance of his item because he felt that the Planning Commission needs <br /> further direction from the City Council on the growth management plan, and that it <br /> is critical that the City Council make these decisions tonight.
