Mayor Mercer agreed. <br /> <br /> PUBLIC HEARINGS <br /> Plans relating to the extension of Pico Avenue between Vineyard Avenue <br /> and the Del Valle Parkway, consisting of the construction of a two- <br /> lane thoroughfare and bridge o~er .'the Arroyo Del Vall~, and installation <br /> of'a 12" water line within the corresponding right-of-way, and the <br /> extension of the Del Valle Parkway roadway connection. <br /> Mr. Warnick presented'his report regarding the outcome of the <br />meeting with the residents of the area on November 18, 1981. <br /> <br /> Mrs. Barbara Earl, 3263 Vineyard Avenue #44, had a few questions+ <br /> regarding the soundwall, the three-way stop sign at Pico/Vineyard <br /> intersection, the time schedule for construction of the improvements <br /> and expressed concern about the lack of a walkway in the County area. <br />Mr. Warnick answered her questions and assured her we would be contacting <br />the County to encourage them 'to construct a walkway. <br /> <br /> Mr. Jim Wall, 3437 Vineyard Avenue, expressed concern about the <br /> speed limit in the-area. Mr. Warnick indicated staff felt 'the speed <br /> limit was safe and would monitor it closely. <br /> <br /> Mr. Lindberg, owner of nine acres in the area, expressed concern <br />at the continuing development of the area and the increase in traffic. <br /> <br /> There being no further testimony, Mayor Mercer declared the public <br />hearing closed. <br /> <br /> After discussion, it was moved by Councilmember Butler, and seconded <br />by Councilmember Kephart, that Resolution No. 81-404, determining on the <br />basis of a review of the initial environmental study done for this project, <br />that no significant environmental impact would occur as outlined in the <br />City's guidelines and that a negative declaration is appropriate for <br />approval of plans for the extension of Pico Avenue between Vineyard <br />Avenue and the Del Valle Parkway, be adopted. <br />The roll call vote was as follows: <br />AYES: 'Councilmembers ~utler, Kephart, Mohr, Wood and Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br /> It was moved by Councilmember Wood, and seconded by Mayor Mercer, <br />that Resolution No. 81-405, approving plans relating to the extension <br />of Pico Avenue between Vineyard Avenue and the Del Valle Parkway, con- <br />sisting of the construction of a two-lane thoroughfare and bridge over <br />the Arroyo Del Valle, and installation of a 12" water line within the <br />corresponding right-of-way, and the extension of the Del Valley Parkway <br />roadway connection, and adding as a condition that the City is to <br />negotiate with the County for pedestrian access on the County right-of-way, <br />be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Kephart, Mohr, Wood and Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br /> -4- 11/24/81' <br /> <br /> <br />
