After discussion, it was moved by Councilmember Butler, and seconded by Mayor Mercer, that Resolution No. 81-386, determining on the basis of a review of initial environmental study done for this project, that no significant environmental impact would occur as outlined in the Ctty's guidelines and that a negative declaration is appropriate because of the small size of the parcel, for a general plan amendment to change the land use designation of a 10,500 sq. ft. lot located on the south side of Happy Valley Road, bounded by the Southern Pacific Railroad Tracks on the east and Sunol Boulevard on the west from Open Sapce to Office, be adopted. The roll call vote was as follows: AYES: Councilmember~ Butler,. Kephart.Mohr, and Mayor Mercer NOES: Councilmember Wood ABSENT: None Councilmember Butler stated he felt the Happy Valley area should u~.ttmately be annexed to the City, as the City will show greater concern and provide better plan- ning than the County. Councilmember Kephart stated he strongly favored annexing this area into the City and keeping it rural.
