Of.f. ice or to any other land use designation found appro- <br />priate by the C~ty <br /> <br />On the basis of an Initial Study of the potential environmental impacts of the pro- <br />~ect~ the Director of Planning and Community Development has determined that the <br />proposed project would not have any potential significant adverse effects on the <br />~nvironment and that an environmental impact report need not be prepared. Comments on this deci. sionmay' be directed to either the Planning staff <br />prior to the above meetin~ date~ or directly to the City Council at the above noticed <br />meet in~ <br /> Mr. Harris presented his report (SR 81:394) dated November 3, 1981, regarding this <br />matter. <br /> <br /> Mayor Mercer declared the public hearing open on the application and the negative <br />declaration. <br /> <br /> Mr. Jack Brae, architect'representing the applicant, stated that all conditions <br />and requirements had been met relative to~the proposed development, and that prezoning <br />is required in order to apply to LAFCO for annexation. <br /> <br /> Mr. Morton Vandenberghe, 24 Happy Valley Road,.'stated there had been a problem <br />obtaining a clear title to this property but'.that everything is now in order, money <br />has been spent for improvements, and he requested that the property be allowed to be <br />developed. <br /> <br /> The following persons spoke in opposition to this item: <br /> <br /> Dr. Dennis Glafkides, 737 Happy Valley Road, representing Alisal Improvement Club, <br />stated that 116 homeowners in this area oppose any further annexation. He asked for <br />a show of hands of those in the audience opposing this item. Approximately 35 people <br />raised their hands. Dr. Glafkides stated the Planning Commission has recommended <br />denial of the application. He advised that Happy Valley residents are opposed be- <br />cause they feel the property is too small to be developed, there is no need for <br />additional office space in this area, all commercial development on Happy Valley <br />Road should be stopped, the proposed development is not aesthetically pleasing, and <br />that it will increase traffic hazards. Mr. Glafkides requested Council to ~one this <br />land as Open Space. <br /> <br /> Mr. Bud Barlow, 6723 Alisal Street, stated that he felt a study should be made <br />of this area~efore any further annexations. are approved. <br /> <br /> Mr. Ernie Donner, 5B2 Happy Valley Road, stated that there is no room for left <br />turn lanes and that traffic is very hazardous at this location. <br /> <br /> Mrs. Nancy Fields, 581 Happy Valley Road, expressed great concern regarding the <br />dangerous road and to any increase in traffic. <br /> <br /> Mrs. Nan Donner, 582 Happy Valley Road, stated that office traffic will further <br />congest the already adverse traffic situation in this area. <br /> <br /> 4. 11/10/81 <br /> <br /> <br />
