221 <br /> <br /> Mayor Mercer stated he favored a combination of attachments 3 and 4 as prepared <br /> by the City Attorney, and felt that all units should contribute $925 per unit except <br /> for lower and affordable housing. <br /> <br /> Councilmember Mohr stated she would prefer taking the 2% figure for end-year <br /> population based on the Department of Finance. <br /> <br /> After considerable discussion, it was moved.by Councilmember Butler, and seconded <br /> by Councilmember Kephart, to instruct the City Attorney to prepare a draft ordinance <br /> containing the following elements: <br /> <br /> (a) Long term agreements as described in City Attorney's Attachment No. 4 of his <br /> staff report; <br /> <br /> (b) Those projects not covered by agreements would participate tn'a simplified <br /> allocation; -- <br /> <br /> (c) To qualify, builders must meet one of two.mandatory criterion of others (1) <br /> donation to capital improvement fund, or (2) construction of affordable housing; <br /> <br /> (d) Qualifying projects would be given permission to develop on a first come, first <br /> served basis; <br /> <br /> (e) Council would set annual allocation of capacity based on General Plan population <br /> benchmarks. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Kephart, Mohr, Wood, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br /> It was moved by Councilmember Butler, and seconded by Councilmember Kephart, <br />that Ordinance No. 1006, to be read by title only and waiving further reading thereof, <br />an urgency ordinance exempting projects entering into agreements to participate in <br />the mortgage revenue bond program of the City of Pleasanton from the requirements of <br />the City's Residential Allocation Program, be introduced. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Kephart, Mohr, Wood, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br />Recommended Modifications to the Hillside Planned Development Ordinance <br /> (Contd. from 9-8-81) <br /> Mr. Levine presented his information report (IR 81:33) dated November 5, 1981, <br />regarding this matter, stating that final details on this ordinance will be present~ed <br />at the Council meeting of November 24, 1981. <br /> <br />Matters for the Information of the Council <br /> Mr. LeviriB presented his information re~ort (IR 81:32) dated November 2, 1981, <br />regarding Gross~an vs. ~ity of Pleasanton, stating this complaint has been forwarded <br />to the City's insurance adjuster to file the appropriate responses. <br /> <br />CITY COUNCIL COMMITTEE REPORTS <br />Livermore-Pleasanton Water Reclamation Agencyt W~,tewat.~r Rec!~ma.tion Study <br /> Councilmember Butler presented his report dated November 4, 1981, regarding this <br />matter.
