The roll call vote was as follows: <br />AYES: Councilmembers Butler, Kephart, Mohr, and Mayor Mercer <br />NOES: Councilmember Wood <br />ABSENT: None <br /> <br />Report on Request from Mr.. RaY C. Opper for left turn signals on First Street at <br />Vineyard Avenue and on Main Street at Ray Street <br /> Mr. Warnick presented his report (SR 81:397) dated November 4, 1981, regarding <br />this matter. <br /> <br /> Mr. Ray C. Opper, 3263 Vineyard Avenue, stated he felt there is a need for left <br />turn signal indicators at the above locations because of traffic hazards at these <br />intersections. <br /> <br /> After discussion, it was moved by Councilmember Butler, and seconded by Council- <br />member Kephart, that no change be made to the traffic signals on Main Street at Ray <br />Street, and First Street at Vineyard Avenue, and directing staff to continue to <br />monitor these intersections and report back to Council if there are any significant <br />changes. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Kephart, Mohr, Wood, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br />Report on Wastewater Manab. ement Study for Unsewered~ Unincorporated Area of Alameda <br />Creek Watershed above Niles '- <br /> Mayor Mercer declared this item removed from the agenda at the request of the <br />City Manager. <br /> <br />Matters for the Information of the Council <br /> Fmyor Mercer presented the City Council Agenda Planning Report for November, <br />December, and January. <br /> <br /> Mayor Mercer presented the Information Report of the Director of Public Works and <br />Utilities (IR 81:31) transmitting the Minutes from the Staff Traffic Committee meet- <br />ing of October 21, 1981. Councilmember Mohr asked why the sides of curbs of islands <br />(item H) were not painted. Staff advised it is costly, and they felt it is not <br />necessary to do so. <br /> <br />REPORTS OF THE CITY ATTORNEY <br />Ordinance Relating to the Dissolution of the Residential Allocation Prggram <br /> Mr. Levine presented his report (SR 81:400) dated November 5, 1981, regarding <br />this matter. <br /> <br /> Mayor Mercer briefly reviewed the Council's plan to implement a new method of <br />allocating residential allocation units that will be easier to use than the former <br />Residential Allocation Program. <br /> <br /> Mr. Jerry Ddgo stated he felt the 2% growth rate is better than the benchmark <br />system which would allow nearly 4% growth rate per year. <br /> <br /> Councilmember Butler stated he would like to see the benchmarks used in the <br />General Plan instead of the 2% or any other growth rate, and that growth should be <br />spread over the period of time between benchmarks, and to eliminate any subjective <br />criteria. <br /> <br /> lo. 11/lo/81 <br /> <br /> <br />
