The property dis zoned ~0" (Office) <br />District <br /> <br />On the basis of an I~itial Study~of the potential environmental impacts of the <br />project, t~e Director of Plannin~ and Community. Development has determined that <br />t~.e proposed project would not have spy potential significant adverse effects on <br />the environment and that an environmental impact ~eport need not.~e pr.epared. <br />This Initial Study is available for review at the Planntn~ Divis~on~ 200 Bernal <br />Aven~e, ~!easanton. Comments on this decision may be directed to either the <br />Planning staff prior to the above meetin~ date~ or direc.tly to the City Council <br />at the above noticed meetin~ <br /> Mr. Harris presented his report (SR 81:324) dated September 21, 1981, regarding <br />this matter. <br /> <br /> Mayor Mercer declared the public hearing open on the application and the negative <br />declaration. <br /> <br /> Mr. Ed Breilh, representing Breilh Homes, Inc., stated he concurred with the <br />staff report. <br /> <br /> The following persons spoke in opposition to this item. <br /> <br /> Mr. Ron Kane, 3679 Canelli, stated he had concerns regarding density, noise, <br />and litter. He stated his property overlooked the proposed project, and further <br />stated that he would not have purchased at this location if he had known there <br />would be this type of development adjacent to his home. He stated he felt the <br />Environmental Impact Report did not properly address traffic, which will adversely <br />impact children in the area. Mr. Kane stated he was not opposed to condominiums <br />but belt the density should be reduced. <br /> <br /> Mr. M. Tolbertson, 3672 Canelli COurt, stated there were already too many units <br />in the area and that he would prefer offices or medium density zoning. He stated <br />that noise would adversely impact the neighborhood. <br /> <br /> Mr. Silvio Righello, 756 Concord, stated he selected his home seven years ago <br />because of the residential type neighborhood. He stated there needs to be a buffer <br />zone between Flair Market and the residential area to reduce noise and congestion <br />and has no objection to condominiums but feels the number of units should be re- <br />duced. <br /> <br /> Mr. Fred Monday, 3665 Canelli Court, adjacent to the proposed project, stated <br />he is not opposed to the project but felt the density should be reduced to low- <br />density or office. <br /> <br /> Mr. Allen English, Architect representing Breilh Homes, rebutted the concerns <br />of the opponents. He stated the density is not considered high-density and will <br />have about the same impact as office zoning. <br /> <br /> There being no further testimony, Mayor Mercer declared the public hearing <br />closed on the application and the negative declaration. <br /> <br /> Mayor Mercer asked Mr. Breilh if he had presented the proposed plan to the <br />residents in the area. Mr. Breilh advised that he had not. <br /> <br /> Councilmember Kephart stated that after overall consideration of density and <br />traffic, he could find no reason to deny this project. <br /> <br /> 6. 9/29/81 <br /> <br /> <br />
