459 <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Mohr, Wood, and Mayor Mercer <br />NOES: None <br />ABSENT: Councilmember Kephart <br /> <br />Application of HenrX ~ames.,.OverbX for a Certificate of Public Convenience and <br />Necessity to operate a taxi s.~ryice in the..~ity of Pleasanton <br /> Mr. Walker presented the report of the Assistant to the City Manager (SR 81:258) <br />dated July 22, 1981, regarding this matter. <br /> <br /> Mayor Mercer declared the public hearing open. <br /> <br /> Mr. Henry Overby advised Council that he had requested a flag drop rate of <br />$1.50 but that the flag drop has to be in even numbers, therefore, this figure <br />would be $1.60 for flag drop rate. <br /> <br /> No one in the audience spoke in opposition to this item. <br /> <br /> There being no further testimony, Mayor Mercer declared the public hearing closed. <br /> <br /> After discussion, it was moved by Councilmember Wood, and seconded by Council- <br />member Mohr, that Resolution No. 81-245, approving the application of Henry James <br />Overby for a Certificate of Public Convenience and Necessity to operate a taxi <br />service in the City of Pleasanton as follows: (1) issue a certificate of public <br />convenience and necessity to Mr. Henry Overby to operate a taxi service in Pleasan- <br />ton under the name "Yellow Cab"; (2) establish the following as the maximum taxi <br />rates - (a) flag drop-S1.60; (b) mileage rates- .15 per 1/10 mile or a fraction <br />thereof; (c) waiting time-approximately $16.00 per hour; and (3) that Mr. Overby <br />be required to carry a minimum liability insurance coverage of $100,000 per person <br />and $300,000 for two or more persons in one accident with the City named as an <br />additional insured, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Mohr, Wood, and Mayor Mercer <br />NOES: None <br />ABSENT: Councilmember Kephart <br /> <br />Consideration of the architectural plans and design of the proposed!4,20_0!.square <br />foot Pleasanton P.o~Ce Fa,c.~!.ity to be located at the Civic Center Complex,_ 200 ~- <br />Bernal Avenue~Pleasanton <br /> <br />On the basis of an Initial Study of the potential environmental impacts of the <br />p.roJ. ect~ the Director of Planning. aqd.~.~mmunity Development has determined that <br />th~ prpposed project would n~t~h.ay.e any potential significant adverse effects on <br />the environment and that an environmental impact report need not be prepared..~i.s <br />Initia.1 S~udy is available for review at the Planning Div,i~ign, 200 Bernal Avenue,... <br />Pleasanton.
